This introductory course addresses the concept of disability and the field of special education. It will also consider the social, cultural, and economic context surrounding the education of young children (birth to 8 years) with a wide range of developmental delays and disability conditions. Pertinent legislation, intervention with families, developing Individualized Family Service Plans (IFSPs), Individualized Education Programs (IEPs), and issues of advocacy will be studied within the context of the continuum of service delivery (home-based, center-based, and school-based interventions). (15 fieldwork hours required.)

The outcomes presented in this dissertation were motivated by a scarcity of research that explores self-determination practices explicitly within inclusive classrooms. Three overarching goals motivated my research. The first was to understand what inclusion teachers know and do in relation to self-determination (Chapter 2). The second was to understand how their practices align with existing knowledge about self-determination in the field (Chapter 3). Finally, I sought to create an accessible, research-based tool tailored to inclusion teachers who seek to support their students in developing self-determination skills (Chapter 4). Black, Latinx, and other minoritized students have long been overrepresented in the high-incidence, subjective, disability classifications including Learning Disability, Speech and Language Impairment, Emotional Disturbance, and Intellectual Impairment. Special education places these students on trajectories that deny them access to quality education and the same postschool outcomes and opportunities as their nondisabled peers. Using Disability Critical Race Theory (DisCrit), and grounded theory analysis this study foregrounds the voices of minoritized middle school students receiving special education under high-incidence classifications. Students with a learning disability (LD) are experts in their lived experiences within the classroom. Yet, little is known about the ways in which students with LD perceive their instruction in mathematics and whether this instruction meets their learning needs. Similarly, the mathematical thinking and content knowledge of students with LD is often excluded from the literature, particularly concerning algebraic concepts. Six high school students with LD from a large urban school district in the northeast United States participated in this two-part study. Based on theoretical findings from the literature on the integration of reading and writing pedagogies used with hearing postsecondary students to advance academic literacy, this article offers a model of instruction for achieving academic literacy in developmental and freshman composition courses composed of deaf students. Academic literacy is viewed as the product of acts of composing in reading and writing which best transpire through reciprocal rather than separate reading and writing activities. Young children with Down syndrome often engage in charming non-contextual social behaviors. The developmental literature suggests that non-contextual social behaviors may function to escape from difficult activities to preferred social interactions. Caregivers may reinforce the behavior, perceiving it as evidence of the child’s social strength, when in fact, the pattern of behavior may also contribute to missed learning opportunities and a developmental gap between children with Down syndrome and their typically developing peers. Under federal law, children are guaranteed free, appropriate education, but reports have found failures at every level of the New York City special education system. Despite some improvements by the city in recent years, initial evaluations are still delayed, and mandated services go unprovided. Complaints filed against the city have multiplied. Thousands of parents have to sacrifice savings and time fighting for better services. This report describes the particular challenges faced by minority families using data analysis, interviews with experts, and stories.

This dissertation explores the extent to which the beliefs and practices of teachers who work in a “struggling” school can be shifted towards inclusiveness through an action research based professional development program. The school was struggling in that it was charged with the education of children who are marginalized by a range of social forces while simultaneously accountable to institutional priorities. Broadly speaking, these institutional priorities preferred behaviorist punishment and technocratic approaches to meeting student needs, devaluing and decontextualizing students’ proficiencies as test scores and special education labels, in turn impeding inclusive change. Today’s education reform movement is funded heavily by a network of wealthy elite that often prize neoliberal and free-market interests. Within this network, Teach for America (TFA) is at the nexus of overlapping interests in an educational marketplace where corporate values become the norm for defining both progress and success. As 2.2 million individuals in the United States are currently incarcerated and an additional 5 million are under some form of correctional surveillance, the push for prison reform has reached new heights. Intimately and inextricably connected to mass incarceration and the push for its reform (and in some cases abolition) are the children have been impacted by incarceration.
