It was the purpose of this study (1) to get the opinions of a sampling of superintendents in this state concerning the worth of their educational lay advisory committees; (2) to get similar opinions from lay persons serving on educational lay advisory committees; and (3) to compare the end results of these opinions and attempt to determine the work of lay committees.

The purpose of this study is to develop a set of written school board policies for and with the cooperation of the Board of Directors of the South Bend, Washington, School District 118. Board authorization was given to investigate and write a permanent set of policies for action by the board.
