The push by the Federal government to directly increase and positively impact achievement since the implementation of No Child Left Behind (NCLB) (2001) gave rise to the educational design known as standards based reform (SBR). This legislation impacted all sub-groups by measuring growth for sub-populations to determine yearly adequate progress. The growth of the sub-population of gifted students, however, was not included in the determination of a school's or county's success, so the impact of standards based reform on the gifted student is lacking. This study examined the relationship between the implementation of No Child Left Behind and the achievement gap between African American and white students' eighth-grade math scores on the yearly-standardized test (Criterion Referenced Competency Test - CRCT) in Georgia. A descriptive research design was utilized to examine data obtained from the Georgia Adequate Yearly Progress (AYP) report cards for each school. The research population was 50 randomly selected middle schools in the state of Georgia. This mixed-methodology study described the reading curriculum and instructional changes that occurred in a small, rural, intermediate school in Virginia as a result of the No Child Left Behind legislation and Virginia’s Standards of Learning requirements. A special focus was placed on the progression of reading scores of the 2003-2004 fifth grade students to their eighth grade school year of 2006-2007.
