Ending The Status Quo: Kentucky Parents Increasingly Choose Nonpublic Education Options, Gary Houchens

This research report documents enrollment trends for Kentucky students in nonpublic education (homeschooling and private schools) during the years 2017-2022. Using data from the Kentucky Department of Education, the analysis finds that nonpublic education participation has grown by more than 20,000 students during this time period to almost 100,000 students. This trend indicates a clear demand for more education options and policy makers should respond accordingly.

Charter school success or failure is not simply a matter of chance. Both the existence and aggregate quality of charter schools in a state depend on the provisions of state charter school laws. These laws address a wide range of issues and vary from state to state. But the experiences of states with significant charter sectors, as well as those with innovative charter policies, provide important lessons for the charter school movement as a whole.

This nearly perfect replicated study (Millay, 2003) was a superintendent recruitment simulation with the purpose of investigating factors that influence recruiting qualified individuals to serve as district superintendents of public schools. The study was a factorial experiment involving a four-way 2 x 2 x 2 x (3 x S) fixed-factor betweenwithin analysis of variance (ANOVA) which yielded 24 cells. The participants in the study were Kentucky Superintendents (N = 72) and individuals in Kentucky certified to be a school superintendent (N = 72) but employed in another position.

In order to assess the effects of the Goal-driven, Resilient, and Influential Teens (GRIT) program on social and emotional learning and academic performance in high schools throughout Kentucky, data from several sources were compiled and analyzed. These sources included results from the Student Engagement and Performance (STEP) survey, an instrument developed by the Rock Solid Evaluation Team at Western Kentucky University and administered yearly to high school students and teachers, and school-level academic and socioeconomic data from the Kentucky Department of Education. Overcrowding in schools has been a popular topic reported by local newspapers across the state of Kentucky. Concerned parents often write letters to the editor, pleading their case for new school construction to alleviate the overcrowding that their students are facing. Approximately 27 percent of Kentucky high schools have experienced overcrowding for three consecutive years between 2002 and 2015. The National Center for Education Statistics reported in 2005 that only 18 percent of schools reported that they were overcrowded, a decrease from the 1999 study when 22 percent reported overcrowding. This dissertation is a phenomenological study of the effects of the turnaround process on a high school in rural central Kentucky. Data used for this study include interviews with teachers and archival materials such as school reports cards. Across Kentucky some forty-one schools have been identified as "priority schools" or persistently low-performing. As such, each one of them has been required to undergo changes in their daily instructional practices, procedures, and policies. The Robinson Scholars Program was created by the University of Kentucky Board of Trustees as an effort to combat historically high rates of poverty and low rates of educational attainment in Kentucky’s Appalachian region.
