In this study, I examined representation rates of gifted students from diverse backgrounds in Florida county school districts. Florida state legislation governing gifted student education allows for alternative identification methods to be used for students from underrepresented groups if plans for such identification are approved by the Florida Department of Education; however, this option, informally referred to as “Plan B” after subsection B of the legislation governing gifted services, is not a requirement that districts must follow. The Southeast Asia Primary Learning Metrics (SEA-PLM) program is a regional assessment that aims to set a common approach to assessing the learning outcomes of students at Grade 5. As an alternative to international large-scale assessments and national assessments, SEA-PLM has developed a set of assessment and survey instruments for the Southeast Asian region. Designed to be a system-level monitoring tool of educational quality and equity, SEA-PLM covers four domains: mathematics, reading, writing and global citizenship. It is vital that education systems deliver quality outcomes for all young people and prepare them well for their future in the economy and society. To do so, many systems have traditionally had a strong focus on developing academic skills, particularly in literacy and numeracy. In recent years, education systems have developed greater expectations that schools will also equip young people with a broader set of skills for the 21st century (e.g. creativity, critical thinking, problem-solving). Changes in federal education legislation have presented scholars, educational activists, and educators with an opportunity to influence educational outcomes that are youth-centered and youth-driven, specifically among students of color in underserved schools. Opportunities for youth to initiate, design, implement, and evaluate district programs and interventions are beneficial not only to youths’ intrinsic development, but also to the school communities in which they spend the most time. This article links the growth and promotion of positive youth development (PYD) theories and programming to current federal policy changes that support the inclusion of youth in school reform. Buk bilong Pikinini (BbP) provides access to early childhood education and care (ECEC) programs with a specific focus on English language literacy for children from vulnerable communities in Papua New Guinea. This is highly relevant, given the fact that there is likely an over-representation of illiteracy in disadvantaged households and few opportunities for children within those households to be ready for a school system with English as the language of instruction. According to music educators and proponents of arts education, music education in U.S. public schools seems to be in jeopardy. This thesis brings attention to several issues in current music education. It is a case study of music education in New York City public elementary schools. First, it shows that music education is not equally distributed to all students in the public-school system and is especially unequal among elementary schools. Next, it investigates possible causes for this inequality, from the current system’s limitations to more fundamental causes including the cultural perception of music among the U.S. public. The Impact Of Neoliberal School Choice Reforms On Students With Disabilities: Perspectives From New York City, Jessica Bacon

This disability studies in education informed study unpacks effects of neoliberal reforms on students with disabilities in New York City schools. These reforms proliferated small themed schools, dismantled many large schools, and required students to apply to high school. This multi-site case study researched two high schools, one large and one small, with data from interviews and document review. Findings reveal how reforms forced large schools to accept many marginalized students with disabilities, while small schools employed tactics to avoid accepting many students with disabilities seen as having intensive needs. This manuscript explores how the changing policy context of common standards may have influenced the provision of curriculum materials in the United States. Many educational reforms do little to change the nature of classroom instruction, and prior research has argued that this constancy is, at least in part, due to the common use of instructional materials from a small set of large publishing companies (Rowan in J Educ Change 3(3–4):283–314, 2002). This report comes from the MERC Achieving Racial Equity in School Disciplinary Policies and Practices study. Launched in the spring of 2015, the purpose of this mixed- method study was to understand the factors related to disproportionate school discipline outcomes in MERC division schools. The study had two phases. Phase one (quantitative) used primary and secondary data to explore racial disparities in school discipline in the MERC region as well as discipline programs schools use to address them.
