Critical approaches to policy suggest that policy, even in the most apparently democratic polity or institution, codifies and extends the interests of those who disproportionately wield power (Levinson et al., 2009). While many people are involved in conversations and decisionmaking processes related to the implementation of grade retention or promotion policies, the final decision is made at the school level. For the past two decades, student perception surveys have become standard tools in data collection efforts. At the state level, however, “student voice” is still used sparingly. In this study, we examine the ways in which including student survey results might alter state accountability determinations. Reconstructing the accountability system in Massachusetts, we draw on a unique set of student survey data, which we add to the state’s formula at a maximally feasible dosage in order to determine new school ratings. As we find, student survey data shift school accountability ratings in small but meaningful ways and appear to enhance functional …

Over the past two decades, education funding in the United States has been redistributed to schools that lack sufficient financial resources to meet the needs of students (Boyle & Lee, 2015). The No Child Left Behind (NCLB) Act of 2001, the reauthorized Elementary and Secondary Education Act (ESEA), was enacted to increase academic accountability and achievement throughout the nation’s public-school systems. Nationwide, there is a persistent achievement gap between historically marginalized students and their affluent peers. Although education scholars have recently focused greater attention on the experiences of undocumented youth in schools, few studies have examined educators' perceptions of their roles and responsibilities with regards to this population. Since the 1982 Supreme Court decision Plyler v. Doe guaranteed education to this group and barred schools from inquiring about immigration status, little additional policy has offered guidance on how schools can support this group while also refraining from identifying it's members. Policies are particularly lacking in new destination areas where there are fewer resources and less infrastructure for new immigrant populations. Since independence in 1991, Ukraine has struggled with restructuring its Soviet style educational system. The process has been sluggish and fraught with tension, resistance, and set backs, mirroring Ukraine's efforts to revamp its economy and regain productivity levels that characterized it prior to independence (Bureau of European and Eurasian Affairs, 2003). One of the initiatives currently being discussed is integration of students with disabilities with their nondisabled peers in educational and social settings. India is a country of contradictions. On one hand, India is a modern country moving toward becoming a world leader in computer technology and boasts the second most computer literate population in the world (Babington, 2000; Kumar, 1999). On the other hand, India is a developing nation with 14 constitutionally recognized languages, 25% of the world's malnourished (Babington, 2000), and a majority that practices customs in everyday life that are 5,000 year old (Kumar, 1999).
