The focus of this research was to examine the funding relationship between a single public institution of higher education and its accompanying system office. Such a study is important in order to obtain insight into the relationship between a System Office and an institution, and thus how institutions carry out their fiscal responsibilities, not directly to the state but to the System Office they serve. The study provides insight into how the System Office communicates and transacts with an institution regarding financial allocations. The current research has been centered on the student outcomes in online education. [Excerpt] American colleges and universities are increasingly substituting nontenure track full-time and part-time faculty for full-time tenured and tenure track faculty. Moreover, institutions of public higher education, where almost two-thirds of the full-time faculty members at four-year institutions are employed, are under severe financial pressure. The share of state budgets devoted to public higher education is declining. The salaries of economics department faculty members at public higher education institutions have fallen substantially relative to the salaries of their counterparts at private higher education institutions, and it is becoming increasingly difficult for the publics to compete for top faculty in economics. …

[Excerpt] Recent evidence suggests that the growing use of part-time and full-time non-tenure-track faculty nationwide adversely influences American college students’ graduation rates (Ehrenberg and Liang Zhang, 2005). I have become concerned that the increased usage of non-tenure track faculty members also likely adversely influences the propensity of undergraduate students to go on for Ph.D.s in economics for two reasons. First, many students enter college with the expressed intent of becoming doctors or lawyers, getting an MBA, or going on for advanced degrees in the sciences or humanities. The study analyzed the pretest-posttest results of high stakes test scores, absence frequencies, and high school eligibility cut scores of students who completed fourth-grade through eighth-grades in two academically equivalent but socioeconomically diverse same city Catholic schools. Study outcomes were compared for a naturally formed group of students (n = 28) who had completed fourth-grade through eighth-grades in an urban Catholic school representing fewer family socioeconomic advantages and 40% eligibility for free and reduced price lunch program participation and tuition assistance and a randomly selected group of students (n = 28) completing fourth-grade through eighth-grades in a suburban Catholic school …

In this preliminary analysis of Hartford Public School district choice applications from Spring 2010, the authors examine which Hartford students were more likely to voluntarily apply to another district school operated by the city. Among the 6,591 potential voluntary choosers in grades 3-7, only 227 (3%) submitted voluntary district choice applications, and among these, the highest percentage (43%) were willing to travel farther for a higher-scoring school. But when excluding about one-third of these students who listed the city's high-scoring district school (Achievement First) as their first choice, a large percentage (35%) were willing to travel farther for a lower-scoring …
