One of the largest challenges for administrators is to create and implement teacher evaluation systems that help improve teaching and student learning. As policymakers and administrators have worked throughout the United States to develop and implement new teacher evaluation systems, teacher involvement in developing those teacher evaluation systems has been limited. Specifically, the evaluation process and the tools used in a state in the southwestern part of the United States to evaluate teachers do not incorporate teachers’ perspectives, yet they directly impact teacher standing, ability to receive tenure status, and, in some cases, their salary.

Although there is a large body of research that addresses the essential elements of family engagement, little information was available on the impact that a family engagement program had on teacher evaluation and familial self-efficacy. The purpose of this qualitative case study was to assess teacher competencies and family self-efficacy in a large urban district in West Texas. The research was conducted by gathering baseline data using questionnaires derived from the Measure of School, Family, and Community Partnerships survey and the 2015 Equitable Parent-School Collaboration Research Project University of Washington. This study seeks to examine how new and experienced teachers in one urban public school district in Kentucky perceive support from their school administrators under the Professional Growth and Effectiveness System (PGES). A factorial analysis of variance (ANOVA) was conducted to examine potential interaction between more than one variable (i.e., difference in teachers who have a favorable, unfavorable, or neutral perception of administrative support of PGES, as well as years of teacher experience). Teacher Evaluation And Reliability: Additional Insights Gathered From Inter-Rater Reliability Analyses, Sally J. Zepeda, Albert M. Jimenez

Using a newly-created teacher evaluation instrument, Inter-rater Reliability (IRR) analyses were conducted on four teacher videos as a means to establish instrument reliability. Raters included 42 principals and assistant principals in a southern US school district. The videos used spanned the teacher quality spectrum and the IRR findings across these levels varied. Key findings suggest that while the overall IRR coefficient may be adequate to assess the validity of a classroom observation instrument, the overall coefficient may be unstable across the various teacher performance levels. Quality Teaching Rounds (QTR) was first conceptualised by Julie Bowe and Jenny Gore in 2007. It involves teachers working in professional learning communities (PLCs) to reflect on their classroom practice through the lens of the quality teaching model. This teacher-led process builds capacity for quality teaching with novice and experienced teachers alike. Following a set of protocols and adhering to essential features of the approach, one PLC member teaches a lesson, observed by all others. Driven by Race to the Top funding and quickly designed and deployed in 2010-2011, a new teacher evaluation policy in Tennessee altered principals’ supervisory practices regarding their use of time for observation and reporting, their interaction with teachers, and the methods for giving teachers performance ratings. In addition, student test score data were integrated into final ratings, and professional consequences were linked with those ratings. Researchers in this study followed fourteen school principals over a five-year period to understand how their perceptions of new evaluation policy components affected their implementation. Research on recently adopted methods for teacher evaluation are largely focused on issues of validity and pay less attention to the consequences of implementation for the everyday practices of teaching and learning in schools. This paper draws on an ethnographic case-study to argue that the joint tasks demanded by neoliberal teacher evaluation policies structure interactions among teachers and between teachers and administrators in ways that erode professional culture. Implications for policymakers, school leaders, and teachers are considered.

This study explores the characteristics of the teacher evaluation model in Finland. Highlighting the unique qualities of the Finnish case, we also compare these teacher evaluation practices with the increasingly applied value-added model (VAM) for teacher evaluation across the globe. Our analysis revealed that the Finnish Model prioritises teacher empowerment and professional development by carrying out bottom-up evaluation practices. With a clear focus on teacher empowerment and professional development, this framework substantially differs from accountability measures such as VAM, which emphasize rigid data collection procedures and the use of standardized test scores to hold teachers accountable based on their students’ …

Teacher quality is the most important school-based factor affecting student learning and achievement. In 2009, the Race to the Top (RttT) federal education initiative provided an opportunity for states to compete for federal grant resources to reform their public education systems, which included revamping teacher evaluation systems to improve teacher (and principal) effectiveness. Consequently, New York State was awarded almost $700 million in 2010 during the second phase of RttT for its Regents Education Reform Plan, which established a new teacher and principal evaluation plan known as the Annual Professional Performance Review (APPR).
