The Programme for the International Assessment of Adult Competencies (PIAAC) is an international assessment of the proficiency of adults (aged 16-65 years) in key information processing skills (reading, numeracy and Problem Solving in Technology-Rich Environments). The PIAAC Survey of Adult Skills has revealed that a considerable number of adults in OECD countries possess only limited literacy and numeracy skills. The OECD is currently reviewing the content of the frameworks and cognitive assessment instruments for the 2nd cycle of PIAAC ready for delivery in 2021-22. This report builds on a body of evidence showing the positive effect of teaching and classroom practices on engagement, wellbeing and academic outcomes. Using two student cohorts in NSW government schools, Years 7 to 9 and Years 10 to 12, we have quantified the effects of quality instruction and other effective classroom practices as drivers of student outcomes (see Figure 1, p. 54). A common theme across both cohorts was the positive impact on key academic outcomes of teachers having high expectations and appropriately challenging all their students (as measured through the NAPLAN tests and Year 12 completion). Education as a paramount factor of economic development suffers from the uncontrollable effects of these increasing events from storms to floods, earthquakes to wildfires. The No Child Left Behind (NCLB) Act states that in order for K-12 teachers to be considered “highly qualified” they must obtain at least a bachelor’s degree. However, research shows that the vast majority of states compensate teachers more highly for obtaining graduate degrees. The purpose of this study was to determine whether there is a difference in mean scores and/or pass rates of fourth-grade students on the Georgia Milestones End of Grade (EOG) Assessment in Mathematics for teachers with various levels of degree attainment (bachelor’s, master’s, educational specialist, and doctoral degrees).
