The ‘Just City’ Or Just A City? : Evaluating Social Justice And Equity In Planning Education., Wes Grooms

Contemporary evaluations of accredited planning education performance have eschewed the principles and methodologies of formal program evaluation and performance management. This dissertation tests hypotheses that this contributes to the lack of social equity and justice commitment, content, and inquiry on the part of accredited graduate planning degree programs, their clients, and administrators. The organizations, resources, and processes involved in the purveyance of accredited graduate planning education were conceptualized as a singular, evaluable program and illustrated in a series of program logic models. A large number of the nearly 20 million students who were attending American colleges in 2015 will not graduate. One factor that may affect the success of students is the influence of past experiences, including past adversity, or exposure to traumatic or non-traumatic stressors. The present study sought to better describe and understand the role of stress/trauma history in college students from low socioeconomic backgrounds. The potential relationship this history has with academic outcomes was explored. Scholars have examined black student well-being in varying ways including through the framing of race-based rejection sensitivity (Downey & Feldman, 1996; Mendoza-Denton, Downey, Purdie, Davis, & Pietrzak, 2002) and racial self-consciousness (Clark & Clark, 1939). Research shows that black students perform worse academically when they display high levels of race-based rejection sensitivity and racial self-conscious levels (Brannon & Taylor, 2015; Clark & Clark, 1939; Koehler & Skvoretz, 2010), and feelings of racial self-consciousness or rejection sensitivity stem from discriminatory and prejudicial experiences. Educator professional development (PD) is a heavily relied upon method for school improvement, and administrator professional development (APD) is a key element to nearly all school reform efforts. District-wide APD in large school districts can carry a heavy cost in financial and human resources. Moreover, PD is frequently too inadequately planned and/or implemented to bring about lasting positive change in educator practice, school reform, and student achievement.
