Researcher mobility is an important form of cross-border education (CBE). It has the potential to generate significant benefits for economies as expert scholars and scientists come together to solve some of the most pressing challenges in the contemporary world. Among members of the Asia-Pacific Economic Community (APEC) researcher mobility can strengthen ties between economies and enable the minimisation of barriers to economic growth and sustainability. There are not currently any comparable or rigorous data available on researcher mobility among APEC economies. The goal of this quantitative, predictive correlational study is to investigate an often overlooked area of research, teacher self-efficacy among nonnative English-speaking teachers (NNESTs) who teach English as a Foreign Language (EFL). This study examines the relationship between specific teacher characteristics and perceived teacher self-efficacy among NNESTs of EFL in rural Thailand. The convenience sample in this study includes first through twelfth grade public sector NNESTs of EFL in Nan, Thailand, and represents the larger population of Northern Thai NNESTs of EFL. An early step in developing an assessment framework for the Southeast Asia Primary Learning Metrics (SEA-PLM) was determining how to design and construct a single assessment program across all ASEAN member countries. This step needed to take account of the similarities and differences in the curriculum frameworks in each country for the four domains to be assessed through SEA-PLM: Mathematics, Reading, Writing and Global Citizenship. This account was achieved through an audit of the curriculum materials from 11 ASEAN countries, comprising those countries already participating in the SEA-PLM field trial, and others likely to join SEAPLM in the future. This study examines the needs, competencies and conditions for teachers to effectively teach the Thai-Lao mother tongue. The Isan Culture Maintenance and Revitalization Program in Conjunction with Khon Kaen, Chum Phae, Muang Phon municipality government, recently introduced the Thai Lao mother tongue into 15 schools as an elective subject. This marks the first time the government has incorporated the Thai-Lao language into formal schooling. An orthography of the language was only recently developed so teachers lack preservice training in teaching the language and familiarity with reading and writing Thai-Lao.
