This study is a utilization-focused program evaluation that describes the impact of an executive coaching model on the professional learning of superintendents who participated in the IASA School for Advanced Leadership (ISAL). This program evaluation is a knowledge-focused, or lessons learned-oriented, formative evaluation of the ISAL cohort program. A qualitative approach is used to describe the lived experiences of superintendents who participated in the coaching model provided through the ISAL cohort program. The purpose of this qualitative case study was to identify and describe the visions, frameworks, strategies, initiatives and change models used by eight superintendents of exemplar 21st century school districts as designated by the Partnership for 21st Century Skills, in order to successfully implement a district-wide 21st century learning model. Semi-structured interviews were used to provide rich narratives of the superintendents’ experiences with the transformational change processes in their districts as they implemented 21st century models of education. More women are leading schools in the role of superintendent, but numbers are still low when compared to men. There is limited research connecting women superintendents and the promotion of other women to leadership positions. Archival data from Texas schools showed that there is no difference between districts led by women superintendents or males for percentages of women central office leaders.

Principal Dispositions Regarding The Ohio Teacher Evaluation System, Theodore J. Kowalski, David Alan Dolph

The Ohio Teacher Evaluation System (OTES) was first implemented during the 2013-14 school term. This study examined principals’ dispositions at the end of this school term. Findings revealed several major concerns. The most prominent were (a) not having sufficient time to implement the program properly, (b) basing a teacher’s performance heavily on student value-added data, and (c) being required to assist teachers in developing their annual improvement plans. Three independent variables, teaching experience, administrative experience, and level of school assignment, were found to have only a low level of association with principal dispositions. A superintendent is vital to the success of school districts. Stability of an individual in this position is important for building trust and morale for district personnel over time. Small school districts in a large southern state have experienced increased rates of voluntary or involuntary superintendent succession, having had 2 or more superintendent changes within a 6-year period.
