Arab American and Muslim students’ population growth on campuses has been very rapid, which in turn has required comprehensive planning to accommodate the needs of this minority. Documented experiences of Arab American and Muslim students are underrepresented in research literature and lag behind every other minority, despite the fact that Islam is the fastest growing religion in the United States. This report offers an estimate of the cost of a place-based scholarship program, with a similar program structure as the Kalamazoo Promise, for the City of Newark, New Jersey. It is assumed that the projected Newark Promise scholarship program would begin in the fall of 2013, and the full cost of the scholarship would not occur until 2016 when four years of students are enrolled with Promise scholarships. Once "fully loaded," annual cost estimates for a Newark Promise range from approximately $8 million to $11.5 million per year, although costs would be substantially lower in the initial years of the …

Charter schools are publicly funded schools that operate with fewer limitations on hiring and firing staff, and that have more flexibility with curriculum than traditional public schools. The goal of charter schools is to improve education and that goal often is measured through test scores in math and reading. This paper is a case study of one charter school, Merit Preparatory Academy, located in Newark, New Jersey, over two academic years. The school operated as a free-standing charter in the first year and was managed by a charter management organization in the second.
