The purpose of this qualitative study was to examine the leadership experiences and perspectives of five National Distinguished Elementary Principals (NDPs) from the Class of 2010 serving in the Midwest region of the United States. Specifically, the study investigated the application and selection process of recognition as an NDP, their views of school leadership, and their perception of best professional practices. Using a phenomenological approach, the researcher used semistructured phone interviews and analyzed National Distinguished Principal application essays. A recent trend in accountability systems in the United States has been grading schools on an A-F scale. Some of the evaluation components included in these systems are standardized test proficiency rates and student growth measures. Traditionally, these systems have not emphasized accountability for gifted education programming or services. The accountability systems of the sixteen states in the U.S. under these A-F systems were analyzed for indicators that involve gifted education, which does not yet have a federal mandate or centralized decision-making. However, missing from this research are discussions from the perspective of researchers, educators, and community members united on how to better support Black males. This paper looks into Chile's educational system and the recent policy reforms that President Michelle Bachelet seeks to establish. More specifically, this paper explores the "Proyecto de Ley de Fin al Lucro, la Selección y el Copago," which aims to eliminate private for-profit institutions within the public system, admission selectivity, and mandatory copay fees. With this, Bachelet's administration along with Chile's Ministry of Education intend to end the inequality of access to education, which is part of Chile's broader problem of great socioeconomic inequality. The problem explored in this case study was based on a local IB elementary school's response to a reform model to integrate music into other content areas.
