African-American male student-athletes who played a revenue-generating sport enter the labor market having relatively poor social networks, low grade point averages, few marketable skills outside of sports, restricted work experiences, and marginal subject matter knowledge; most of which are the result of their participation in sports (Singer, 2008). Therefore making the transition more difficult than even the average African-American male (Edwards, 1980). More Educated And More Equal? A Comparative Analysis Of Female Education And Employment In Japan, China And India, Sucharita Sinha Mukherjee

This paper attempts to explore the connections between expanding female education and the participation of women in paid employment in Japan, China and India, three of Asia's largest economies. Analysis based on existing data and literature shows that despite the large expansion in educational access in these countries in the last half century, women have lacked egalitarian labour market opportunities. A combination of social discouragement and individual choice largely explains the withdrawal, non-participation or intermittent female presence in the labour force, notwithstanding increased educational access. [Excerpt] The primary purpose of this paper is to empirically test among both the intra- and the inter-generational version of these three hypotheses for higher (i.e. post-secondary) levels of education for one less developed country, Kenya. A secondary purpose is to investigate other economic aspects of spending on higher education, most notably the question of horizontal equity in school finance. Before proceeding, a methodological point is in order. There is no consensus in the public economics literature on what is a suitable criterion for assessing the equitability of a fiscal programme. [Excerpt] A widespread phenomenon in developing countries has been the rapid growth of schools and institutions of higher learning resulting in a so-called ‘education explosion’. One possible explanation for the education explosion is that education is a profitable personal investment, as evidenced by high private rates of return. The high private returns are translated into demands on politicians for additional schooling spaces. Producing more graduates in Science, Technology, Engineering, and Mathematics (STEM), as well as ensuring students complete college in a timely manner are both areas of national public policy interest. In order to improve these two outcomes, it is imperative to understand what factors lead undergraduate students to persist in, and ultimately graduate with STEM degrees. This paper uses data from the Beginning Postsecondary Students Longitudinal Study, provided by The National Center of Education Statistics, to model the time to baccalaureate degree among STEM majors using a Cox proportional hazard model.

The Kalamazoo Promise has led to a pronounced shift in the college-going patterns of Kalamazoo Public Schools (KPS) students who attend the Kalamazoo Area Math and Science Center (KAMSC). Following the introduction of the Kalamazoo Promise in 2005, the percentage of KPS KAMSC students attending public, in-state institutions of higher education has almost doubled—a shift that reflects the program rules of the Promise, which covers tuition and fees only at public postsecondary institutions in Michigan. The percentage of non-KPS KAMSC students attending an in-state, public institution also rose in the post-2006 period but only very slightly, suggesting that the Promise …

This paper considers how a state such as Michigan can increase the economic development benefits of higher education. Research evidence suggests that higher education increases local economic development principally by increasing the quality of the local workforce, and secondarily by increasing local innovative ideas. These economic development benefits of higher education can be increased by: 1) competent management of conventional economic development programs that focus on business attraction and retention; 2) policies that focus on increasing local job skills by educating the state's residents, as opposed to attracting in-migrants; 3) policies that address specific "market failures" in how higher education …

Recent studies have found a large earnings premium to attending a more selective college, but the mechanisms underlying this premium have received little attention and remain unclear. In order to shed light on this question, I develop a multidimensional signaling model relying on college grades and selectivity that rationalizes students’ choices of effort and firms’ wage-setting behavior. The model is then used to produce predictions of how the interaction of the signals should be related to wages, namely that the return on college GPA should fall the more selective the institution attended. This paper presents findings from a net impact evaluation of the Ohio JOBS Student Retention Program. The JOBS program, a component of the federal Aid to Families with Dependent Children (ADC) program, was required, in all states, for ADC recipients who met certain criteria. The Ohio JSRP was an activity pursued by some JOBS program clients in Ohio to fulfill their responsibilities in order to receive aid. The JSRP was a three-fold support program designed to facilitate entry to and success in programs of study at two-year community or technical colleges. Lessons Learned From A State-Funded Workplace Literacy Program, Kevin Hollenbeck, Bridget F. Timmeney

Findings from an evaluation of a workplace literacy program funded by the State of Indiana are presented. Working with employers, providers were given considerable latitude to design their own training regimens. The state awarded certificates to workers who achieved certain levels of proficiency in reading, math, critical thinking, problem solving (assessed by CASAS), and computer literacy (certified by IC3). The evaluation relied on qualitative and quantitative data. Multiple site visits were undertaken and a survey of participants (n = 1,800), learning gains, and earnings histories were quantitatively analyzed. Previous studies have estimated the "human capital depreciation" of women re-entering the work force after voluntary, lengthy interruptions. Those studies have found reduced real wages and furthermore the decrease is positively related to the length of the interruption. Upon re-entry, however, real wages grow rapidly as human capital is restored. This paper develops a model of the wage histories of dislocated workers. Similar to labor force re-entrants, those dislocated workers who become re-employed would experience wages below their final wage prior to dislocation and the decrease should be associated with the length of dislocation. This paper examines linkages between disability and health status and the returns to education and basic skills training. It bases analyses on two separate data sources: wave 3 from the 1993 panel of the Survey of Income and Program Participation (SIPP) and the 1992 National Adult Literacy Survey (NALS). The data sets have been used to estimate standard wage equations with education and basic skills training among the independent variables. The NALS data set allows us to control for prose, quantitative, and document literacy. The wage equations rely on Heckit corrections for labor force participation, and we stratify by sex. …

Under more and more fiscal scrutiny because of shrinking state and local budgets, workforce development programs are being asked to estimate their return on investment (ROI). This paper introduces basic concepts of ROI in workforce development programs. It distinguishes ROIs estimated for workforce programs from those that are estimated for financial investments or capital projects. The paper furthermore exposits the basic ingredients of an ROI study—identification of the treatment and time periods of analysis, identification of the net impacts of the program, and identification of net costs. This paper examines the labor market outcomes of individuals with various types of postsecondary educational experiences. In particular, it examines differences between students who have pursued technical education programs from those who have pursued academic programs and from those individuals who have not pursued any type of postsecondary education. Empirical evidence is presented concerning the relationship between economic outcomes and grades earned and the degree to which the labor market rewards credentials. Wage and earnings models yield different structural parameter estimates when based on the three different populations. The differences are most dramatic for high school background effects and for …

This study estimates the net impacts and private and social benefits and costs of 11 workforce development programs administered in Washington State. Six of the programs serve job-ready adults: Workforce Investment Act (WIA) Title I-B Adult programs, WIA Title I-B Dislocated Worker programs, Community and Technical College Job Preparatory Training, Community and Technical College Worker Retraining, Private Career Schools, and Apprenticeships. Three of the programs serve adults with employment barriers: Community and Technical College Adult Basic Skills Education, IBEST, and Division of Vocational Rehabilitation programs.
