Examining Inequities In Teacher Pension Benefits, James V. Shuls

From funding to teacher quality, inequities exist between school districts. This paper adds to the literature on inequities by examining the impact of pension plan formulas on pension benefits. Using data from the salary schedules of 464 Missouri school districts, this paper analyzes how various final average salary calculations would impact the benefits of teachers in different districts. All of the schools in this analysis belong to Missouri’s Public Employee Retirement System, which is a defined-benefit pension plan. A teacher’s benefit in this plan is based on her years of experience and her final average salary. The system uses a …

The No Child Left Behind Act of 2001 (NCLB) brought high-stakes accountability testing into every American public school with the goal of 100 percent proficiency for all students. Making annual yearly progress (AYP) toward this proficiency goal for the total student population as well as at-risk subgroups was required in order for schools to avoid possible sanctions, such as school restructuring. In implementing NCLB, states had flexibility to determine the minimum size of these subgroups as to provide statistical reliability and accountability for as many schools as possible. Current Commission on Accreditation of Athletic Training Education (CAATE) standards allow education programs to determine the most appropriate format and content of preceptor workshops. Clinicians, including preceptors, have noted challenges trying to keep their knowledge updated with current standards of care and educational competencies. Clinicians and preceptors in our program and the literature have described challenges trying to keep knowledge current with changing standards of care, research evidence, and athletic training educational competencies. This project took place at NASA’s Jet Propulsion Laboratory (JPL) and involved creating an instructional tool that would increase the quality of communication between mechanical engineers and geologists who are collaboratively designing ways to collect and cache martian rock samples for the Mars 2020 rover mission. Geology and engineering do not cross paths in traditional education settings and communication is difficult due to the specialized language and processes of geology. Previous attempts to bridge communications between these two groups did not serve a large enough audience nor were they specific to the complexities of the Mars 2020 mission. Interviews with …

The Intergenerational Transmission Of Noncognitive Skills And Their Effect On Education And Employment Outcomes, Ildefonso Mendez, Gema Zamarro

We use information on second-generation migrants to study the existence of a cultural component on the formation process of noncognitive skills and its effect on education and employment outcomes. Our measures of noncognitive skills include: personality traits that children are encouraged to learn and civic capital. Individuals whose cultural heritage places a lower value on child qualities positively associated to the conscientiousness personality factor report lower education, worse occupational status and lower wages on average. Individuals with a higher inherited civic capital declare a higher educational level, but we find no effect of civic capital on adult labor market outcomes.

Research and education ecosystems, foundational components of knowledge-based economies, are relatively underdeveloped in Latin America. The entire ecosystem of a research university — including resources, corporate partnerships, and research — must capitalize on a symbiosis between the research, education and commercialization missions. A university cannot transform unilaterally nor can universities sustain the required transformation without government and industry participation. Initiatives to accelerate the development of research university ecosystems are critical for the realization of knowledge-based economies and resilient civil societies.

The University of the Future Workshop, a joint Colombia-Purdue event, was held at Purdue University in West Lafayette, Indiana, October 28-29, 2014. Participants included rectors and board members from six top universities in Colombia, along with executive directors of NGOs, government representatives from the U.S. and Colombia, and Purdue faculty and administrators. The workshop was focused on a dialog among participants on key programs and focuses that will allow universities to be responsive to the 21st century needs of the Americas.

An analysis of traditional authoritarian preservice teacher development approaches in Pakistan demonstrates that they develop teachers as technicians who carbon copy the same authoritarian training model in their classrooms. While competency-based education is growing, standardized tools for evaluating the unique characteristics of course design in this domain are still under development. This preliminary research study evaluated the effectiveness of a rubric developed for assessing course design of competency-based courses in an undergraduate Information Technology and Administrative Management program. The rubric, which consisted of twenty-six individual measures, was used to evaluate twelve new courses. Additionally, the final assessment scores of nine students who completed nine courses in the program were evaluated to determine if a correlation exists between student success and specific indicators of quality in the course design. The book Children’s Right’s 0-8 discusses the right to participate in education and decision making for young children. The title itself was somewhat unclear as the book limited the discussion of children’s rights to participation and one must only assume that the 0- 8 is in reference to the age of children. Though the title itself is unclear, the contents of the book are well developed and can be a useful tool for those who work with young children as caregivers or educators. The theoretical development of child participation makes this a book suitable resource for researchers and scholars.

Community schools are an alternative form of education that center on partnerships between the community and/or the state, aid organizations, and non-governmental organizations. The Community School Program (CSP) in Egypt sparked a social movement in education in that country, with disparate actors all coalescing around the CSP as an alternative, empowering model of education. This study examined the relationship between the CSP and the dynamics that formed, shaped and co-opted it through in-depth interviews and observations.
