The equity and adequacy of facilities funding for charter schools (as well as traditional public schools (TPS)) is a topic of hot debate in Arkansas and across the country. Proponents of charters argue that charter schools are burdened due to a lack of facilities funding. Other argue that there are great needs in our TPS districts as well, and that these needs should be met first. This brief describes what facilities funding is currently available to charter schools in Arkansas and what other states are doing that we could possibly leverage here in the Natural State.

Among several innovations in public school curriculum and financing, the 1990 Kentucky Education Reform Act (KERA) also included a school-governance provision. School-Based Decision Making (SBDM) Councils include administrators, teachers, and parents in addressing school-level curriculum and instructional issues. These groups have not had a history of collaboration. This paper presents findings of a study that described the developing relationships among these constituent groups at the end of the pilot year. Data were derived from a survey that asked 385 pilot-year School Council members to rate their satisfaction with council communication on a Likert-type inventory. Despite years of attention to “reform” in the United States, overall achievement on international assessments such as PISA has not improved during the period from 2000 to 2012. Reforms focused on high-stakes testing attached to sanctions, expansions of charter schools, and a market-based approach to teaching have been unsuccessful in changing outcomes. Meanwhile, growing childhood poverty, along with increasing segregation, income inequality, and disparities in school spending, have expanded the opportunity gap. Prior education finance studies have measured the effect of funding on various student achievement variables. These studies demonstrate the need for resources in education, but this need requires further exploration. Previous literature shows several limitations regarding study length, scope and fiscal resources analyzed. This study further investigates school funding by analyzing the relationship between school funding and high school graduation rates over a nine-year time frame.

The existence and expansion of charter schools in Arkansas continue to be controversial. Proponents of charters argue that charter schools are unfairly burdened because they do not have access to local property tax revenue. Critics of charters, on the other hand, argue that charter schools pull funding away from traditional public schools. This brief examines the funding of traditional public schools and charter schools across the state and in the particular regions in which most Arkansas charter schools are located.

Unlike their private school counterparts, charter schools receive public funding but are relieved of some of the bureaucratic and regulatory constraints of public schools in exchange for being held accountable for student performance. Studies provide mixed results with regard to charter school performance. Charter schools are, by definition, schools of choice, and this means that observational data methods are required for comparing such schools with others. In observational data contexts, simple comparisons of two groups such as traditional public and charter schools typically ignore the inherent and systematic differences between the two groups.
