Lottery policies have been created by many states to generate additional funds to support public initiatives, such as higher education scholarships. In 2009, Arkansas adopted a lottery to generate higher education scholarships. The purpose of this qualitative case study was to examine the Arkansas state lottery policy design process to better understand how the Social construction of higher education students and other citizens became embedded within the policy. Objective. It was the purpose of this study to determine if different types of smokers, as defined by their smoking frequency and behavior in the presence of others or alone, indicate different cues and deterrents to cigarette smoking. Smoker types included daily smokers and occasional smokers, with who subgroups of occasional smokers including Social smokers and chipper smokers. Methodology. A sample of 824 college students completed a cross-sectional survey regarding their smoking behaviors in the past 30 days, beliefs regarding health consequences and bystander intervention, and reasons and locations where they smoked and or refrained from smoking in the past …

For over four decades, Upward Bound programs have influenced students' aspirations and goals toward attending college, college enrollment, and overall educational achievement, providing a standard for successful college preparation for historically marginalized students. Although Upward Bound has helped many Americans prepare for and earn their college degrees, it has been subjected to budget challenges due to the evaluation of federal college preparation programs. This dissertation focuses on fundraising in higher education, and specifically community college fundraising. Having transitioned from a traditional four year university setting to a community college, the author found this research helpful, not only for this institution, but for knowledge of community college donors and why they give. By working with data from this institution over the last ten years, and the research on the topic of fundraising for community colleges, donor trends were developed and needed improvements identified to raise significantly more dollars for the college. The purpose for conducting this qualitative study was to identify how the U of A approached the recruiting of African American graduate students over a ten year period of time. Based upon best practices for recruiting African American graduate students which was identified in current and scholarly literature in the field, the study examined the recruiting practices at U of A from 2000-2010. Liberal arts colleges strived to adapt to environmental shifts at the turn of the twenty-first century and remain relevant in American society while the Great Recession of 2007 compounded their challenges and created new fiscal and enrollment burdens, which forced these institutions to confront paradigm-changing circumstances.
