This report offers an estimate of the cost of a place-based scholarship program, with a similar program structure as the Kalamazoo Promise, for the City of Newark, New Jersey. It is assumed that the projected Newark Promise scholarship program would begin in the fall of 2013, and the full cost of the scholarship would not occur until 2016 when four years of students are enrolled with Promise scholarships. Once "fully loaded," annual cost estimates for a Newark Promise range from approximately $8 million to $11.5 million per year, although costs would be substantially lower in the initial years of the …

The Short-Term Effects Of The Kalamazoo Promise Scholarship On Student Outcomes, Timothy J. Bartik, Marta Lachowska

In order to study whether college scholarships can be an effective tool in raising students’ performance in secondary school, we use one aspect of the Kalamazoo Promise that resembles a quasi-experiment. The surprise announcement of the scholarship created a large change in expected college tuition costs that varied across different groups of students based on past enrollment decisions. This variation is arguably exogenous to unobserved student characteristics. We estimate the effects of this change by a set of “difference-in-differences” regressions where we compare the change in student outcomes in secondary school across time for different student “length of enrollment” groups. …

Native American* postsecondary education students encounter several barriers to academic persistence including cultural assimilation issues, limited access to career information services, and an individual sense of duty and responsibility to remain tied to traditional spiritual values and beliefs systems, joined with family pressure to stay home. While the presence of Native American students in postsecondary education has increased, the number of students persisting through to graduation remains alarmingly low. Much of the research on Native American academic persistence has focused on acculturation and assimilation issues, leaving the influence of family largely unexplored. Despite the large increase of students with learning disabilities entering postsecondary institutions and the legislative emphasis on providing students with disabilities equal access to education, we have yet to develop a more cohesive and comprehensive planning of accommodations for postsecondary students with learning disabilities. The purpose of this review is to synthesize information and research on postsecondary accommodations to examine if more can be done to meet the unique needs of this population.
