The Internal Revenue Service (IRS) clarified reporting requirements for employers of foreign agricultural workers temporarily in the United States on H-2A visas with an announcement in September 2011. Employers of foreign agricultural workers on an H-2A visa are required to file Form W-2 Wage and Tax Statements on compensation of $600 or more for these workers. Payments made to H-2A workers are exempt from Social Security and Medicare taxes. In addition, employers are not required to withhold federal income tax from the H2-A workers. International students on American college and university campuses represent important under-recognized complex non-homogeneous minority presence commonplace at institutions of higher education in the early twenty-first century. The impact of international students on institutions of higher education is generally recognized from four primary perspectives including academic, cultural, political and economic characteristics (Funk, 2001). International students represent 3.5 percent (671,616 of 19,103,000) of all students attending institutions of higher education in the United States in the 2008-09 academic year(Institute of International Education, 2011). This study explored the learning experiences of international students in fully online courses offered through a US university. Employing a sociocultural framework, particularly ideas put forward by Russian psychologists L. Vygotsky and American scholars R. Scollon and S. W. Scollon, the study examined the interplay of host and native cultures in an online learning environment and studied its effect on international students' learning experiences, specifically on the learning experiences of one focal student from China.
