Landownership problem and control of resources remains as a political development issue in the Philippines. Agrarian reform is a necessary condition for agricultural modernization and rural industrialization and the fundamental mooring for global competition. The education system has been a quintessential state apparatus of nation-building since the emergence of the modern nation-state; however, recent comparative studies demonstrate the growing presence of cosmopolitanism in education policies and school curricula around the world. This trend indicates that the education system now operates according to two different institutional logics, nationalism and cosmopolitanism. To understand how the education system negotiates the potential contradiction between nationalism and cosmopolitanism, in this paper, I analyze the case of postwar Japanese education. The purpose of this study was to expand the research concerning Illinois School Superintendents' perceptions of the importance of understanding, responding to and influencing the political context of schools in Illinois. The overarching research question for this study asked: What are Illinois superintendents' perceptions of the effectiveness of political activity as they advocate for resources and services to improve opportunities for student learning? The findings for this study were gathered through interviews with eleven active Superintendents in Lake County, Illinois. This short nontechnical article reviews the Arrow Impossibility Theorem and its implications for rational democratic decisionmaking. In the 1950s, economist Kenneth J. Arrow proved that no method for producing a unique social choice involving at least three choices and three actors could satisfy four seemingly obvious constraints that are practically constitutive of democratic decisionmaking. Any such method must violate such a constraint and risks leading to disturbingly irrational results such and Condorcet cycling. Critical urban research arising from the 'new urban politics' rich heritage has conventionally privileged the politics of accumulation and the city's downtown over the politics of social reproduction and everyday, residential spaces. This paper focuses on residential spaces and the politics involved in recasting everyday practices of social reproduction through private neighbourhood governance. Focusing on the masterplanned estates increasingly prevalent across Sydney's residential landscape, it explores the material practices and subjectivities shaped by these estates' contractual governance and the contours and limits to the formation of self-governing middle-class consumer citizens.
