This manuscript seeks to situate access to higher education as part of the public good of universities, and connect that specifically to the mission of institutions that are charged with carrying this out more than others. One such institution—the Urban-Serving Research University (USRUs)—has a distinct mission that emphasizes not just location within the urban context, but being composed of the city they inhabit. As the Hispanic/Latino population grows in the United States, increased attention is being given to how and why Hispanic/Latino recreation differs from Anglo recreation. Concerns over equal access to natural resources and recreation have led researchers to question the causes for the differences in recreation choices. The discussion has largely focused on the restrictive effects of ethnicity and the marginal position of minorities in society creating recreation patterns in which minorities are practically nonexistent in wildland recreation areas. The responses of 63 adult literacy educators to an online survey suggest that professional development and training to meet the diverse contexts and practices in the field must attend to the embedded inequalities in access to quality literacy education for low income learners, and the marginalization of adult literacy work, which persists even as successive governments hail the importance of literacy education for citizenship and employment.

The EFA conference in Dakar 2000 ushered in new momentum for ensuring universal access to education and advocacy for improved educational quality in all aspects (UNESCO, 2000). While significant progress has been made in expanding access in sub-Saharan Africa, particularly for girls, efforts to ensure improved educational quality in terms of learning, have not matched the drive for universal educational access. Rather, educational quality in most countries in sub-Saharan Africa has been seriously compromised by rapid expansion given the limited resources.

The formation of the Canyons School District brought with it unique opportunities for assessing current practice, implementing change, and evaluating the effectiveness of that change. Accordingly, this action research project served as an effective initial step in accomplishing this series of tasks. The purpose of this mixed methods study was to describe the instructional technology needs of teachers, as well as the related support efforts provided in a public school district.
