Demand for highly effective, qualified teachers grew as legislation such as No Child Left Behind (NCLB) and the Individuals With Disabilities Education Act (IDEA) raised the requirements for teachers and paraprofessionals. One suggestion for meeting this demand for teachers who can bring about the required classroom outcomes is to encourage paraprofessionals to become certified teachers—with the expectation that paraprofessionals' prior experience in the school environment will make them likely to excel as teachers. THIS REPORT CONTAINS PLANNING METHODS AND INSTALLATION PROCEDURE FOR A RAISED VEGETABLE GARDEN FOR WILSONVILLE HIGH SCHOOL, IN WILSONVILLE, OREGON. THE PRIMARY PURPOSE OF THE GARDEN WAS TO USE IT AS A LEARNING TOOL FOR THE SPECIAL EDUCATION DEPARTMENT AT WILSONVILLE HIGH SCHOOL. UPON DOING MORE RESEARCH IT BECAME EVIDENT THAT THE GARDEN CAN ALSO BE USED AS A HEALING TOOL FOR STUDENTS WHO SUFFER FROM ATTENTION DISORDERS AND WHO HAVE EMOTIONAL AND LEARNING DISABILITIES. THE STUDENTS HAVE BECOME INVESTED IN THE GARDEN PROJECT AND LOOK FORWARD TO DOING MORE PROJECTS WITH THEIR CLASS.

Existing research on inclusive education deals primarily with the effectiveness of inclusion programs and the theoretical frameworks behind their limitation. However, no extensive research has been conducted that explores the role of the socio-cultural context and the development level in determining the best way in which the educational needs of children with special needs can be met. Recognizing that the effectiveness of different special education services may depend on the socio-cultural context as well as the development level, this literature review seeks to identify the ideal method of treating children with disabilities in developed and developing countries.
