Although many leaders in evaluation advise evaluators to balance the needs of the client and other stakeholders, very little is known about how or if practicing evaluators address this injunction. Understanding how practicing evaluators address the needs of multiple stakeholders could inform evaluator training. The purpose of this qualitative study was to describe what practicing evaluators do when faced with conflicting stakeholder values. This study invited five evaluators to share their experiences working with multiple stakeholders while reflecting on how they deal with multiple and often conflicting values as they seek to serve the stakeholders. “This paper analyses effects of national or provincial exit examinations on education quality. On theoretical grounds, the paper argues that such examinations should increase high school achievement, particularly in examination subjects, and that teachers and students and parents and school administrators should focus more on academic achievement when making school-quality decisions. On the negative side, exit examinations may lead to a tendency to concentrate on learning facts, rather than understanding contexts.”

[Excerpt] Educationally disadvantaged youth in the United States have great difficulty finding steady jobs providing real training and advancement opportunities. In October 1994 only 43 percent of the young people who had dropped out of high school the previous year were employed. Of recent (previous spring) graduates who had not gone college, only 64 percent were employed (BLS 1995). Those who obtained employment accepted jobs paying 10 to 15 percent less than in 1980.

Improving educational outcomes involves many variables, including identifying effective interventions and ensuring that they are effectively implemented in schools. Within a "response to intervention" model, treatment integrity of academic interventions has become increasingly important. However, recent research has suggested that ensuring treatment integrity by instructional staff may require intensive coaching, including daily or weekly performance feedback. This system may be unsustainable in typical schools because of limited resources for supervision. Some studies have found that treatment integrity can be achieved with intense prior training that includes extensive practice followed by feedback in the training setting. The current and projected nursing shortage makes it imperative for healthcare organizations to examine factors that promote staff retention. Previous studies identify nursing leadership as a key component influencing staff retention and turnover. This study supplements these studies by identifying key behaviors and attitudes of frontline nursing leaders that influence staff retention. Using a grounded theory qualitative approach, the researcher interviewed 19 frontline nursing leaders in an acute care community hospital. The purpose of this study was to examine attitudes and beliefs of counselor educators toward gatekeeping, which become overt in gatekeeping decisions in the context of stringent and less stringent decisions made at seven gates that counselors-in-training must pass though to graduate, and factors extraneous to counselor-in-training competence that may influence gatekeeping decisions. A total of 84 counselor educators participated in this study. There is a paucity of research regarding master's level school counselors' conceptualizations of their training regarding recognizing and responding to adolescent mental health issues. The purpose of this study was to propose develop a theory that illuminates new school counselors' conceptualizations of their training related to gaining knowledge in recognizing and responding to adolescent mental health issues. To accomplish this, eight school counselors in the southeastern Virginia area participated in two rounds of individual interviews and a reflective writing activity. In-Service Teacher Training In Japan And Turkey: A Comparative Analysis Of Institutions And Practices, Mustafa Bayrakcı

Australian Journal of Teacher Education

The purpose of this study is to compare policies and practices relating to teacher in-service training in Japan and Turkey. On the basis of the findings of the study, suggestions are made about in-service training activities in Turkey. The research was carried using qualitative research methods. In-service training activities in the two education systems were investigated through visits to the educational institutions and semi-structured interviews. The study indicates that the most important problems facing in-service training activities in Turkey are a lack of professional staff, no collaborative partnerships between teachers, no provision for feedback and no systematic in-service training model.

Testing The Effectiveness Of A Quality Assurance System: The Example Of Hong Kong, David Lim

Operating a quality assurance system in tertiary education is the rule rather than the exception, because of the belief that it will improve quality. However, proving this is not easy. This study examines three ways of providing the evidence: the a priori method, the stepwise backtracking method, and the external evaluation method. The quality assurance system of the Vocational Training Council of Hong Kong is used as a case‐study, but the findings on the advantages and disadvantages of using these methods have relevance for testing the effectiveness of quality assurance systems for other education institutions.
