"Boston, Chicago, Philadelphia, Detroit and Cleveland all have it--a residency requirement--and so does Providence. Having to live in the city for which you work has been deemed to be an important measure in helping to bring people back into the city, and that was the reason it was included in the 1980 Home Rule Charter."

The Search For A Massachusetts Chancellor: Autonomy And Politics In Higher Education, Richard A. Hogarty

New England Journal of Public Policy

Political scientists have not devoted much attention to the politics of higher education. Their reluctance is hard to explain since the material for study is close at hand and the subject offers ample research opportunities. The search for a chancellor conducted by the Massachusetts Board of Regents in 1986 aroused considerable public attention and controversy. This case study examines that controversy along with the tensions that arise when academic and political forces collide. Few searches in academia are perfect and none is a morality play. "When Providence voters approved a home rule charter in 1980, they took a major step forward in choosing their own destiny, rather than relying on the General Assembly to approve many of their actions. To implement the resulting changes, the date for full compliance of the charter was set at 1983. And since that time, newly hired city workers are required to live in Providence."

Most of the nation 's schoolchildren are not infected with the AIDS virus (HIV). Since AIDS is a preventable disease, no one need become infected. In order to protect themselves, everyone, including children, must understand exactly how HIV is and is not contracted. The message of prevention, however, is controversial, since it must include advice on safer sex and drug use.

In 1984, Connecticut was forced to face the issue of a child with HIV infection entering school. The state responded by creating guidelines for prevention of disease transmission in schools and by subsequently developing an AIDS curriculum. Obstacles to …

Acquired Immune Deficiency Syndrome Policies In Central Illinois: A Survey, Analysis, And Model, Daniel Lathrop

One purpose of this study was to develop model policies for school districts to use in dealing with Acquired Immune Deficiency Syndrome (AIDS). A second purpose was to identify which school districts in the Educational Service Region (ESR) comprised of Clark, Coles, Cumberland, Edgar, Moultrie, and Shelby counties had addressed the issue of AIDS policies. The population surveyed in the initial phase consisted of 22 superintendents within the ESR. A survey was developed utilizing many items from a national study (Keough and Seaton, 1987). The survey was administered during a monthly meeting of superintendents hosted by Regional Superintendent Rosemary Shepherd. …

The purpose of this study was to devise an emergency preparedness plan handbook for the Blue Ridge School District #18, Farmer City, Illinois. The handbook was designed to aid the school administration and staff by defining definite administrative action in carrying out the steps necessary to protect students and staff in the event of an emergency situation. A data base was formed from several sources. Information was received through a review of the literature; a review of organizational materials; a review of information from school districts through a questionnaire; interviews with individuals from professional agencies; and a review of school …
