School personnel are accountable for the academic “achievement” of students with and without disability labels (Every Student Succeeds Act [ESSA], 2015). In Wisconsin, “achievement” is measured via performance on standardized academic assessments (Wisconsin Department of Public Instruction [DPI], 2019). The use of these assessments privileges White middle-class students without disability labels (Ladson-Billings, 2006). Federal law states that any student suspected of having a disability must meet initial eligibility requirements to qualify for special education services. Furthermore, an individual education program (IEP) team is required by federal law to re-evaluate each student with a qualified disability tri-annually to assess his or her ongoing need for such services. The pathway toward initial eligibility is explicitly outlined within federal legislation; however, the law does not explicate an avenue for declassification or exiting from special education. Prior research has suggested that many principals are underprepared and that some lack any background from coursework and field experience which may be required to exert strong leadership in special education (DiPaola & Tschannen-Moran, 2003; DiPaola, Tschannen-Moran, & Walther-Thomas, 2004), but the number of students receiving special services is on the rise. The Effects Of Text-To-Speech On Reading Comprehension Of Students With Learning Disabilities, Mary Cece Young

In this study, I implemented the use of technology to investigate the effectiveness of text-to-speech (TTS) on the reading comprehension of students with learning disabilities (LD). In a freshman self-contained classroom, I used the classroom-based text and TTS on four participants during a 48-min English class period for 16 weeks. An A-B-A-B withdrawal design evaluated the effectiveness of TTS on reading comprehension, the dependent variable, measured through accuracy of participants’ responses to reading comprehension questions from curriculum-based measures (CBMs). The issue of the overrepresentation of African Americans in special education is a persistent concern that has negatively impacted African American male students, their families, school districts, and the field of special education. School districts throughout the nation report a higher representation of African American males in special education programs than their presence in the general education environment would predict. In South Carolina, 42.5 % of African Americans receive special education services whereas 53% are categorized as having an emotional disturbance (ED). Of the 53% of the African Americans categorized as ED, 79% are males. In the Charleston County School …
