Purpose: The purpose of this qualitative phenomenological study was to explore the barriers exemplary principals have overcome to increase parent involvement at their school sites. This study explored how principals develop strategies to overcome barriers impeding parent involvement. Using those strategies, principals enhance parent involvement at their school sites.

Methodology: A phenomenological qualitative study was conducted, consisting of interviews to collect data from elementary school principals who have successful parent involvement at their school sites. First, the principals were interviewed in 60 min sessions. The data collected were analyzed to understand individuals’ beliefs and motivation.

For the over 3 million immigrants of New York City, the education system is one of the many areas they must navigate in their transition to the United States (MOIA annual Report, 2018). However, for the Caribbean immigrant navigating the school system is especially hard. Of the five boroughs in New York City, Brooklyn has the second-largest immigrant population with approximately 28% of the immigrants in the borough from the Caribbean. The policy, No Child Left Behind Act (NCLB) of 2001 in US public schools was designed to improve how children learn and test in schools, but it has resulted in the decline or removal of recess from most schools. The handbook was designed in response to a specific recommendation that surfaced during the Cashmere School District self study process which occurred during the 1988-89 school year. This handbook was designed to both define the policies and procedures of Vale Elementary School, and communicate those policies and procedures to parents and students.
