The reclassification process of English Language Proficiency Assessments for California (ELPAC) significantly impacted the English Language Learners (ELLs) in educational settings. This senior capstone examines the multifaceted impacts of reclassification of assessment tests of ELPAC on the ELLs, and discusses its implications for academic achievement, language proficiency development, and socio-emotional well-being on them. Today’s world is highly digitized and requires digital access and literacy for educational, professional, and personal success. Students from traditionally disadvantaged backgrounds, such as English Language Learners and those from households experiencing low-income, often face additional challenges accessing digital devices and high-speed Internet at home. The purpose of this qualitative study was to bring awareness to the issue of English learners (ELs) being unprepared for college and to study the beliefs and perceptions of educators regarding the factors that contribute to the creation of an achievement gap between EL students and traditional students. The study involved an analysis of trends in the perceptions of school counselors, teachers, and administrators regarding EL students being ready to attend college. The academic success and English proficiency of ELL students are receiving more attention as a result of the growing number of ELL students and the demand for accountability and assessment in education. It is widely accepted that ELL students struggle on state standardized tests because they lack the cognitive academic language abilities needed to succeed on extensive subject evaluations (Thakkar, 2013). According to Abedi and Dietel, ELLs' academic performance lags behind that of other segments of population, and the attainment gap reduces only slightly over time (2004).

Purpose: The purpose of this qualitative multicase study was to describe the leadership practices of high school principals who work with their staff to close the college and career achievement gap for English language learners (ELLs) based on Anderson and Ackerman Anderson’s (2010) change model (mindset, behavior, culture, and systems).

Methodology: This qualitative multicase study was conducted through interviews with four high school principals of Title I schools in California. I selected qualitative methods because they describe the leadership practices that worked with their staff to close ELLs’ college and career readiness (CCR) gap.

U.S. Census Bureau Report (2020c) showed Hispanic students constituted 18.5% of the U.S. population, 36% attended higher education and only 14% completed postsecondary education. Research has shown Hispanic, specifically Latinx, students faced barriers in accessing higher education’s hidden curriculum, compounded by deficit beliefs about their language, culture, and lack of family involvement (Kiyama, 2018; C. Twenty percent of students enrolled in California public schools are ELLs, the highest percentage in the nation. A particular student population that may benefit from a focus on metacognitive instruction are English Language Learners (ELL). This Organizational Improvement Plan (OIP) aims to address the Problem of Practice (PoP) of the marginalization of English Language Learners (ELLs) in an English-medium International School (EMIS) by leveraging teacher-leaders as advocates for cultural and linguistic equity via asset-based approaches starting in the classroom. The purpose of this study was to determine how a particular technology program, Gizmos, would impact English language learner students in demonstrating their verbal and written comprehension of science content at a proficient level. Gizmos were incorporated as an intervention to facilitate the teaching of two different topics, convection cells and hurricane motion. The purpose of this constructivist grounded theory study was to explore Supplemental Instruction (SI) beyond its academic purpose, examining how community college developmental education students make meaning of their experience participating in SI. This study focused on how developmental education students experienced identity and competence through SI and examined how these students make meaning of their connections and relationships. Purpose: The purpose of the study was to explore and describe the benefit of three key elements of instructional writing strategies: structured writing, visual learning, and collaborative tasks to assist Title 1 middle school site administrators and teachers in assessing the impact of the instructional writing strategies for multilingual learners to achieve reclassification to Fluent English Proficient.

Results of the National Assessment of Educational Progress (NAEP; National Center for Education Statistics, 2020) have shown that despite efforts to raise the literacy skill levels of students in elementary school, the average reading scores for fourth-grade students in 2019 were still cause for concern. The NAEP data showed the reading scores in four percentiles (i.e., 10th, 25th, 50th, and 75th) from 2019 dropped in comparison with the corresponding data garnered in 2017 (National Center for Education Statistics, 2020).
