Alternative high schools in the United States perform a significant role for students who drop out, are pushed out, or fall out of conventional high schools. An essential function of alternative high schools is to support some of the most underserved students in the country to graduate from high school. High school graduation is a major factor associated with higher incomes, better health, longer life expectancy, and less involvement in the criminal justice system. When No Child Left Behind (NCLB) was signed into law in early 2002, many hoped the legislation would help reduce achievement gaps among traditionally underperforming populations. For Hispanic students specifically, however, NCLB has contributed to educational inequality, school segregation, and high drop-out rates in major ways. Given these outcomes and trends, it is surprising that members of the Congressional Hispanic Caucus (CHC) and other Hispanic American interest groups overwhelmingly supported NCLB despite potentially being able to anticipate how the law would hurt Hispanic students. Unlike their private school counterparts, charter schools receive public funding but are relieved of some of the bureaucratic and regulatory constraints of public schools in exchange for being held accountable for student performance. Studies provide mixed results with regard to charter school performance. Charter schools are, by definition, schools of choice, and this means that observational data methods are required for comparing such schools with others. In observational data contexts, simple comparisons of two groups such as traditional public and charter schools typically ignore the inherent and systematic differences between the two groups. The purpose of this study is to explore, through semi-structured interviews, public school educators' perspectives on how they interpret and cope/deal with the current high-stakes educational climate. This qualitative study explores how teachers interpret and negotiate top-down mandates and the effects of such mandates on self-efficacy, professional autonomy, and stress. It also investigates what sources of inspiration and/or support perceived by teachers as helpful in cultivating resilience. Semi-structured interviews with seven public elementary school teachers in a Southern California district served as the primary sources of data.

In this research project, it was found that the pressure to meet accountability standards have intensified. The pressure to conform to testing curriculum created ethical dilemmas over the focus on curriculum or on test preparation. Educators are increasingly placed in an ethical dilemma of knowing what is needed to meet students' needs but rendered unable to meet those needs because of demands to conform to testing expectations under the new accountability system.

This study proposed to analyze the effects that sociodemographic variables have on Virginia Standards of Learning (SOL) exam passing rates. By analyzing Census data along with passing rates from the Virginia Department of Education, the researcher determined if the independent variables white, non-white, poverty, female-headed household and foreign born explained variance in the SOL passing rates. By using linear regressions for each independent variable as well as a regression for a combination of the independent variables, the researcher was able to show the amount of variance that was explained. This thesis discussess the limitations of the standards-based movement and suggests that some schools, especially those whose mission it is to work exclusively with at-risk students, need to be allowed to set local behavioral standards before any consideration can be given to setting and teaching academic standards.
