According to research on parent engagement in K-12 schools, disconnects often exist between parent involvement as defined by school leaders and the African American families and communities they serve (Delgado-Gaitan, 1991; Tillman, 2009). Unfortunately, these competing definitions and conceptions of parent involvement often result in school leaders and administrators perceiving that Black students do not achieve as well as their White peers because Black parents are not involved or engaged in the education of their children (Cooper, 2010; Cooper, 2009; Fields-Smith, 2005). The release of Better Schools in Western Australia: A Programme for Improvement (1987), in line with other public sector agency reforms; contained a prescription for the restructuring of the Education Department of Western Australia from 11 bureaucratic to a corporate management system of school administration. These changes were intended to render the education system, and especially schools more flexible, responsive and accountable. Among the proposals for educational restructuring was a new opportunity for community participation through ''school based decision making groups." Problem. It is difficult for schools to make sound decisions regarding whether to use external programs to address teenage pregnancy, AIDS, substance abuse, or any other social issue. Questions arise as to which administrative factors impact decisions to use an external program and also what indicators influence successful program implementation. The effects of central office support for a program, staff training, and ample funding are administrative factors to be examined before a program is selected.

The aim of this study is to develop, by a deductive approach, a framework of strategies which would assist school administrative teams to form a school-based decision making group. Specifically, the strategies are aimed to increasing the participation of non-school-based community members in decision–making processes. Three focusing themes - the need for an overall plan the availability of adequate time and the provision of sufficient financial resources - are used as the structure for the literature review.
