In the State of Arkansas students, grades three through ten, take the ACT Aspire in order to provide a measure of student academic achievement to school districts and the Arkansas Division of Elementary and Secondary Education. These scores are also used to determine school grades that are released each year and may determine student placement in remediation programs. The purpose of this quantitative study was to determine the relationship, if any, between student achievement and mental health in ninth grade students in the State of Arkansas. “In the Line of Duty” is a documentary film about Jeff Davis Duty, a man from a small town in Arkansas, who lost his sight at the age of five. He is the oldest Seeing Eye dog user in the world. At the age of 22, he was awarded a Fulbright Scholarship at the London School of Economics in England, as the first Fulbright Scholar with disability. Duty achieved great success in his career as a lawyer, leading a fulfilling and enjoyable life. This paper first analyzes previous research on the importance of early education and related consequences of child poverty. The presentation of a theory, hypotheses, and testing follows. The paper introduces new research on the relationship between economic status and the academic and social success of elementary school students. Furthermore, the implications of such findings are explored.

NWEA claimed their assessment results could accurately predict student performance in reading and mathematics on the ACT Aspire for students in Grades 7 through 10. The purpose of this study was to determine the relationship between students’ scores on the NWEA MAP tests in reading and mathematics and the ACT Aspire for students in Grades 7 through 10 in Rivercrest High School, as well as determining if NWEA MAP tests accurately predicted 7th through 10th grade students’ scores on the ACT Aspire for reading and mathematics. Educational leadership in public schools have struggled to service second language learners across the United States. Although support systems in urban education settings have seemed to be fully staffed, the surge of new immigrants, has posed challenges to classroom teachers. Unspoken attitudes of bias and perception of faculty members have been menacing and could have impeded equitable practice and performance of both the English language learner and the teacher. School districts have adopted policies to limit chronic absenteeism, including changing policies to incentivize teachers to take fewer days off from the school year (Mershon, 2015) due to the effects of a teacher being out of the classroom. These effects include the effects on student achievement (Clotfelter et al., 2006; Ehrenberg et al., 1991), on colleagues and the school district (Bradley et al., 2007; Miller, 2008), and the use of substitutes in lieu of a teacher (Bruno, 2002; Herrmann & Rockoff, 2010). Throughout the state of Arkansas, there are grave disparities in education resources apparent in specific school districts and at a state level. The Arkansas Department of Education, formerly titled the State Department of Education, was established in 1931 by Act 169 in the Arkansas General Assembly. Since then, the department has gone under multiple reforms and expansions. The current state of many rural communities demands new, more relevant economic development strategies. Traditional models of rural economic development often rely on farming, natural resource extraction, and industrial type jobs that rely on lower cost labor usually focused on manufacturing of product or food. Farm jobs declined decades ago. Offshoring, and more recently automation is rapidly reducing the number of jobs available in rural areas. Jobs and economic vitality are critical to sustaining or growing communities.
