An Analysis Of The Local Control Funding Formula (Lcff) As An Instrument Of Recognition And Distribution Justice, Maeve Mulholland

The 2013 Local Control Funding Formula (LCFF) is the first substantive finance reform measure in California specifically designed to provide additional funding to targeted student groups. The present study adopts Nancy Fraser’s (1995) theory of distribution and recognition justice to examine the allocation of resources under the new formula. Critical quantitative methodology is employed to investigate if students identified as being in poverty, English Learners (ELs), and African-American students, benefit under the LCFF. Pre- and post-LCFF comparisons of district level per pupil dollar allocations from LCFF, Other State, Federal, and Local resources are conducted. The findings show that post-2013, funding …

African-American students have historically been disproportionately represented in exclusionary discipline practices in our nation's public schools. Regardless of this fact, research has consistently shown that African-American students do not get into more trouble than students of other races, nor do they commit more severe infractions. Previous studies have explored factors such as student behaviors; low academic achievement; and socioeconomic status as reasons for the high rate of suspensions, yet when controlling for these factors race continues to make a difference in the imbalance of exclusionary discipline practices among African American students. Research indicated the transition from eighth grade into ninth grade can be a difficult time for students. His Grace High School (HGHS) ninth grade students illustrated this difficulty. The purpose of this study was to examine African American student and parent perceptions regarding the transition process into high school. Currently, all students and parents at HGHS participate in a two-part orientation session to prepare and acclimate to the new school community and learning environments. The researcher designed this study to investigate a possible correlation between the number of years of fine arts coursework and achievement on the American College Test (ACT). The district studied was predominantly African American; therefore, similar schools may use the results to plan strategies to reduce the achievement gap. Results included a mild positive correlation between student ACT achievement and coursework in visual arts, and a moderate correlation between ACT achievement and performing arts. This research study addressed a facet of the academic achievement gap regarding students' beliefs. The specific area that was examined is African American students' self-belief and beliefs about their teachers, while Caucasian students were used as a comparative group. The sample consisted of 34 African American and 65 Caucasian fifth-grade students from a southeastern public school district. The purpose of the study was to explore correlations between beliefs and African American students' academic outcomes.
