The Relationship Between Federal Citizenship And Immigration Policies And The Internationalization Of Higher Education In Canada, Rashed Al-Haque

Using Actor-Network Theory (ANT) as a way to do Critical Policy Analysis (CPA), this instrumental case study explores the relationships between citizenship and immigration (CI) policies and the internationalization of Canadian higher education. By utilizing a critical-sociomaterial approach, the research exposes actors and actor-networks that are otherwise overlooked in these policy areas. Moreover, this lens underscores the impacts and consequences of policy and how the enrollment and/or exclusion of actors in actor-networks enables certain actors to exert control, power, and primacy over others.

Within the context of U.S. higher education, market forces inform institutional strategies at public and private universities alike (Rhoades & Slaughter, 2006). Despite existing studies on market-driven forces in the internationalization and transnationalization of U.S. higher education (Knight, 2004; Marginson, 2012; Rhoades, Lee and Maldonado-Maldonado, 2005; Stromquist, 2007), there is a relative lack of theoretical or methodological engagement with how the theory of academic capitalism informs our understanding of the dominance of market-driven strategies in internationalization and how those strategies and practices blur the boundaries between the market and the public good. The purpose of this research was to understand the role carried out by persons-in-charge of campus internationalization efforts at community colleges. The comprehension of this leadership role encompassed identifying and understanding profile and qualities of the person-in-charge of campus internationalization efforts as well as the duties and responsibilities of these individuals. This ontologically qualitative research study was conducted at Central China University (CCU, pseudonym). The purpose of this research was to (a) explore student narratives regarding their educational experiences in the CCU Business School's at-home internationalization programs; (b) provide an in-depth narrative analysis of student learning challenges and achievements; and (c) add valuable research-based knowledge of student-described experiences at CCU for use by program administrators. The findings focused on student-identified links between the challenges they encounter and their achievements.
