Although the Constitution did not declare English the official language of the United States, its complete linguistic dominance in such a linguistically diverse nation is unparalleled. Despite its supremacy, the last three decades have witnessed a renewed nationalistic movement that claims the role of English is threatened and that its establishment as the official language of the United States is crucial to protect the language and the unity of the nation.
So far, attempts to institutionalize English at the federal level have failed, but 28 states have adopted English as their official language and/or legislation that limits the use of …

It is often necessary for nonprofit organizations (NPOs) to formulate a Request for Proposal (RFP) to procure essential contracted services. This is most common when seeking the services of an external evaluator. Since most NPOs do not have internal evaluation staff, developing an appropriate RFP can be quite challenging. With limited literature and resources to guide NPOs on how to prepare RFPs, the process for procuring qualified evaluators can be even more daunting. Student Service Members/Veterans (SSM/Vs) served their nation in times of peace and in war and in doing so, are eligible for various educational benefits. To assist the SSM/V in adapting to their new role as a student and civilian, most postsecondary educational institutions offer services specifically tailored to the SSM/V population in order to support and assist them in completing their academic program. These services could include navigating benefit programs, financial aid, orientation programs and disability services as needed. This study describes the phenomenon of how first-year teachers learn to evaluate students learning by (letter) grades. Grades seem simple enough; but in reality, each grade carries serious consequences with it – for either good or bad. For example, grades affect benefits/consequences at home; they affect placement in remedial or advanced courses; they affect grade level promotion; they affect participation in programs, i.e. extracurricular activities like sports; they affect high school graduation, college acceptance, and scholarship eligibility (Brookhart, 1991; Marzano, 2000).

The implicit acceptance among educators and in institutions of learning that discussions around LGBT (lesbian, gay, bisexual, transgender) issues are off limits perpetuates the marginalization of these identities and those who inhabit them. In K-12 schools and college classrooms the prevailing silence sends disturbing messages about the treatment of adults and children when their sexual orientation fails to fit neatly into prescribed binary classifications. Pelican Lake Indian residential school, also known as Sioux Lookout Indian residential school, was an Anglican run institution that was a part of the Canadian residential school system; the school operated from 1926 to 1970. It is well established in the literature that the Department of Indian Affairs intended to evangelize, assimilate, and civilize its students, but the function of citizenship in the residential schools is less well known. For low-income minority and marginalized communities, American democracy’s educational mission remains unfulfilled. Student voices have provided insight into ways that schools disserve and serve students and how schools can improve in promoting academic achievement; however, academically successful low-income students’ voices—particularly those at the elementary school level—are largely excluded from the literature. Providing a platform for student voices, this qualitative, intrinsic critical case study explored six high achieving low-income students’ views of their academic success and how that success was achieved. Tertiary education is believed to be a driver of economic development through the relationship between human capital development and economic output. Global massification efforts of tertiary education have led to increased global demand. Countries with limited tertiary education systems, like developing countries, have employed policies to increase domestic tertiary education opportunities instead of sending students abroad. Many tertiary education policies have focused on importing tertiary education from countries with established tertiary education systems. This study evaluated patterns of college applications from NYC Schools to CUNY. Specifically, a cohort of former large high schools that were reorganized into small schools of choice (SSCs) under the City's Children First education plan were studied. Coupled with the assessments of college admissions directors, the study concluded that despite an increase in applications, the outcomes of student academic quality and college preparation from a college admissions perspective were mixed.

In New York City, there exists an uneven landscape of college guidance among high schools, creating a college "guidance gap". While some schools offer robust counseling that helps students contextualize college admissions information toward making relevant college decisions, other schools have elevated student-to-counselor rates and do not have access to other educational resources necessary to effectively support students. What is the historical connection between deinstitutionalization and the Olmstead decision? The purpose of this study was to examine and analyze policy within a historical perspective the connections between institutional care, deinstitutionalization, the Olmstead decision, and the effect on persons with intellectual disabilities lived experience, in the state of Illinois.
The data collected include, the transcripts of interviews with four participants, artifacts from policy documents and historical papers accessed from the Disability Museum online journals. This paper explores how participatory monitoring & evaluation can be a powerful tool for giving voices to marginalized communities, ensuring that the voices of beneficiaries and local stakeholders are heard and inform sustainable project design. It analyzes a participatory monitoring and evaluation methodology implemented for women’s credit cooperatives in Gujarat, India by the Human Development & Research Centre, and examines lessons to be learned to design evaluations facilitating inclusive development.

States And Multicultural Education Policies: An Event History Analysis, Leander D. Kellogg

Multicultural education policies related to K-12 curriculum have been shown to benefit underperforming students. This research found that 10 states have adopted such policies between 1978 and 1994. A unified model of policy innovation and diffusion with a conceptual framework, which included three factors: motivation to innovate, obstacles to innovation, and resources to overcome such obstacles was used to explore demographic, political, and economic conditions along with neighboring states diffusion. Both internal and external determinants were found to significantly influence the adoption of multicultural education. Specifically, states with slightly less education funding were more likely to adopt a policy. Additionally, …

Cash transfers, defined as direct transfers of purchasing power from an institution or individual to another individual, are an increasingly popular policy instrument both abroad and in the United States. This dissertation investigates how two educational interventions utilizing cash transfers affect participating students. The first, the Louisiana Scholarship Program, is a statewide program offering publicly financed scholarships for low income students attending poorly performing public schools to attend K-12 private schools. The second program, the Arkansas Academic Challenge Scholarship, is a state financed broad-based merit-aid scholarship for students in college within the state of Arkansas. Much of the resistance for returning to education seems to be related to the same reasons students left school to begin with. The reason for dropping out and resisting to return to school may be a result of too much emphasis on academic preparation and too little emphasis on satisfying the perceived needs for preparing a youth for adulthood. Razor C.O.A.C.H. (Creating Opportunities for Arkansan’s Career Hopes) is a college and career coaching program for at-risk students in 15 Northwest Arkansas high schools. To perform a random assignment evaluation, at-risk students were targeted to apply to the program, and applicant students were randomly assigned to the program. Academic coaches from the University of Arkansas College of Education and Health Professions utilized a needs-based intervention focusing on pro-academic behaviors, college or technical school preparation, and post-secondary and career exploration. Too often, the truth behind a phenomenon is not sought through the perspectives of the people who lived that phenomenon—“the masters of inquiry” into their own realities, as Paulo Freire (1982, p. 29) has explained. Voice is the most powerful, reliable medium for collecting data based on lived experiences, if we are to gain genuine insight into the phenomenon (Freire, 1982). The purpose of this research is to examine if and how Bring Your Own Device (BYOD) is implemented in secondary public schools by focusing on teacher adoption of BYOD in the classroom. Given the newness of BYOD, there is little research on how school districts have implemented this policy or why and how teachers have adopted the practice in their classroom. The legacy of colonialism in the United States, including genocidal practices and cultural assimilation, has left Indigenous languages endangered. Native peoples, scholars, and activists have been working to revive and heal the languages of America’s first peoples, and the cultures those languages speak to, yet more work remains in the field of language revitalization. California Polytechnic State University, San Luis Obispo currently does not offer any course specifically teaching or discussing Indigenous languages, even those of the Chumash people who know the San Luis Obispo area as their ancestral homelands.

In 1999 when the Higher Learning Commission of the North Central Association created the Academic Quality Improvement Program (AQIP) path for accreditation, they instituted a new format for the documentation of evidence of meeting accreditation criterion called a Systems Portfolio. This study involved the analysis of the Systems Portfolios from 36 institutions to check for alignment of their mission statements, and stated faculty hiring and evaluation processes. Each Systems Portfolio was analyzed for themes found in previous research on mission statements and documentation of the processes for hiring and evaluation of faculty. This literature review examines what factors cause Hispanic college students to drop out before completing their bachelor's degrees. Factors include the type of college attended, financial aid, attending college part-time, enrolling in college later in life, stopping-out, taking a gap year, parents' educational levels, whether students are native- or foreign-born, high school academics, SAT and standardized test scores, college academics, the peer group, multiple disadvantages can compound for Hispanic students, sense of belonging on campus, stereotype threat, and a mentoring program. Many colleges/universities believe that a student who is a threat to self increases campus risk and liability (Appelbaum, 2006; Massie, 2008; Pavela, 2006 & 2010). This study uses integrated policy analysis to (1) define the policy problem regarding college students who are a threat to self; (2) analyze the current legal opinion of the courts regarding institutional liability when college students are a threat to self; (3) examine the 2010 change to the direct threat provision in Title II legislation; (4) determine the implications for institutional policies and practices.
