Between the decades of 1970 through 1999, there were major shifts in higher education in New Jersey. Utilizing a grounded theory approach this dissertation created a database of legislation, hearings transcripts, and education reports. Searching this database for commonly used terminology, this dissertation was seeking a pattern in language use that could demonstrate the incursion of neoliberal economic terminology into the way high education was discussed during these years. A grounded theory exploration, this dissertation does not claim to have achieved a proven connection between the language shift and decisions made by education leadership. What opportunities and challenges arise when an equity-focused educational organization aims to support employee’s individual equity practices while simultaneously developing the organization’s equity practice? In this study, employees of a non-profit educational organization were asked what rationales and expectations played a role in their decision to volunteer in an equity working group. Their responses were used to understand whether Perry’s (2000) process theory of Public Service Motivation helped describe their decision. NYC’s universal Pre-K (PKFA) was implemented through New York Early Education Centers (NYCEECs) and public schools, without considering compensation parity across settings. This study investigates the impact of unequal compensation policies on the experiences of directors, teachers, and parents affiliated with NYCEECs, and how they compare or contrast with the policymakers’ discourse around those policies. Federal discourse pertaining to college access requires clarified definition. Use of the college access construct has become commonplace, yet no unified refinement of meaning exists. This study, which covered U.S. presidential communications from January 2009 to October 2021, addressed the abstraction of language as leaders presented ideas, policies, and opinions. Of particular concern is a skills gap for middle-skills occupations. Since 2014, the federal government has invested over $500 million in registered apprenticeships as a strategy to address the skills gap. These three university entities demonstrate the evolution of class-and race-based policy development at UW-Milwaukee between 1965 and 1971. This phenomenological study examined the lived leader development experience of Post 9/11 Army veterans while serving in the armed forces. At least $10-$15 billion is spent annually on leadership development in the United States and human resource executives claim developing leaders is their number one priority over the next five years. This policy analysis looks at the evolution of homeless education laws both through federal legislation and state laws. A policy analysis was utilized to show changes through the reauthorization of the McKinney-Vento Act.

One aspect of this analysis utilized qualitative data from four individual administrators in four central Illinois school districts. The qualitative data reviewed the training received by each administrator and the policies guiding their enrollment procedures.
