Due to the COVID-19 pandemic, education has evolved into non-traditional models inclusive of blended classrooms or fully remote classrooms in which students do not physically attend school in person. As a result, the supportive role of the building principals has rapidly and dramatically changed the way they support their students and staff in the ever-evolving educational system that we find ourselves today. There has been increasing recognition among researchers and practitioners that the demands of the principalship have become unsustainable. School districts play a pivotal role in supporting school leaders in the execution of their responsibilities. The purpose of this mixed methods study was to further uncover how school district bureaucracies enable and hinder the work of principals. Principals were considered solely managers; however, now their role includes the responsibility of being instructional leaders. The assistant principal was responsible for the clerical chores and tasked solely to be a disciplinarian. Professional learning communities (PLCs) are being recognized as a leading strategy to improve student achievement. Trust is critical in effectively implementing the PLC model, and the school principal is best positioned to influence school trust levels. Using Hoy and Tschannen-Moran's (1999) five facets of trust, this research sought to clarify the impact of trust among PLC teachers on their team's collaborative practices. This case study examined the leadership practices of one middle school principal in a low-performing rural school in Virginia. The experienced principal participant was in his first year of leadership at the school; he had led other low-performing schools to improved achievement that resulted in earning state accreditation as well as meeting federal Adequate Yearly Progress (AYP) student proficiency targets. The focus school had failed to meet AYP for five consecutive years. This mixed methods case study described and analyzed the 2004-2006 district-based principal preparation programs in Virginia. This dissertation explored goals stated in proposals for funding as well as program director and program completer perceptions of goals, content, processes, and outcomes for the 10 principal preparation programs that stemmed from the Commission to Review, Study, and Reform Educational Leadership.
