The purpose of this study was to determine the predictive accuracy of community and family demographic variables, which are found through the use of the 2010 U.S. Census data, on the percentage of students at a district level who are Meeting or Exceeding Expectations on the 2016 New Jersey PARCC in Algebra 1 and Grade 10 English Language Arts/Literacy. The results of this study support the past research and existing literature that has found out-of-school community and family demographics affect and predict how students will perform on state standardized assessments. Teacher evaluation practices have been a common topic of discussion at the federal, state, and local levels in recent years. The literature asserts that teacher evaluation has a dual purpose: (1) to improve teacher instructional practice, and (2) to inform personnel decisions (retention and dismissal) (Donaldson & Papay, 2014; Gabriel, 2015; Garrett & Steinberg, 2015; Marzano & Toth, 2013). While districts are certainly utilizing evaluation instruments for the purpose of making personnel decisions, there is little research to support the claim that teacher growth is occurring as a direct result of teacher evaluation practices. The purpose of this study was to investigate the perceptions of teachers regarding the interventions implemented by the Regional Achievement Center. The Regional Achievement Centers, RACs, were recently put into place through Governor Christie as a reform method for failing schools and are part of the New Jersey Department of Education’s mission to transform the department. Research was conducted using a qualitative design with a constructivist approach to investigate the perceptions and attitudes of those teachers working directly with the RAC teams in one of the states’ lowest performing schools.

Since the publication of A Nation at Risk in 1983, the school reform movement has offered many contrasting ideas and initiatives to make our nation’s schools more effective and globally competitive. Today’s educational leaders are faced with an array of complex demands as they are challenged at the state and federal level to improve teacher practices and learning outcomes within their schools. Use of high stakes assessment for special needs students is a key element in the current educational reform movement. State assessment systems use these tests to determine and report school accountability scores, distribute school funding, and assess school rewards and sanctions. The impact of including these students' test score on the district accountability reports has not yet been determined.
