There are two observations about which few people would disagree: that (in modern terminology) individual differences do exist (some people can do things that others cannot do), and that some learnings must be sequential (a child must learn to make noises before he can learn to talk). That individual differences do exist in virtually any area that can be isolated for inspection has been shown in many studies and experiments; that their existence has strong implications in education has also been repeatedly shown.

Today’s children live in a world of words. From nursery days onward they are in contact with reading in many forms. They face a future filled with a multitude of technological and social problems, each one needing attention and understanding of citizens educated to the highest degree consistent with abilities and interests. Reading is at the center of an effective educational program. While research indicates that children read better today than ever before, reading programs must not be permitted to become static. New ways must be found to improve the teaching of reading.

It was the purpose of this survey to find out what towns, cities or school unions in the State of New Hampshire have done with audio-visual aids in their large schools. Its questions attempt to discover to what extent the individual unit has utilized its program of audio-visual aids, giving special attention to personnel responsible for the program and to money spent for these aids, both as a whole and per pupil.
