This mixed-method study sought to find specific factors influencing teachers in small, remote, rural school districts to continue teaching or to leave their teaching position. Additionally, this study sought to identify specific things district-level administrators could do influence teacher retention rates in small, remote, rural school districts. The quantitative data revealed the top three most influential attributes contributing to teacher retention are supportive school administration, the size of the teacher’s class, and the teacher’s relationship with colleagues. My honors thesis is a comprehensive overview of the relationship between the COVID19 response of Arkansas’ nine largest school districts on high school students’ Value-Added Growth Scores (VAS). I wrote my thesis on the intersection between districts’ COVID-19 response and the academic success of their students because the COVID-19 pandemic caused a historically significant change in education. Teachers have an important impact on students in the short- and long-term, but only teachers’ experience consistently predicts high teacher quality. This dissertation, divided into three chapters, investigates two topics that are related to teachers’ experience levels: turnover and retirement.

The first chapter studies the relationship between voluntary beginning teacher turnover and teachers’ levels of conscientiousness. It uses the data from the Beginning Teacher Longitudinal Study and the effort that teachers put on a survey taken during their first year in the profession as a proxy for teachers’ levels of conscientiousness. The International Baccalaureate (IB) Primary Years Programme (PYP) model of education is unique and comprehensive, and so is the PYP principal. This qualitative study examined the perceptions of Mid-West United States IB PYP leaders related to leadership succession, the onboarding processes experienced by the new leaders, and the effective leadership traits possessed by the new leaders. This study involved a phenomenological study in nature. A criterion sampling approach was used to identify six participants of the study. Starting in the 2010-11, administrators at the Fountain Lake School District implemented the Cobra Pride Incentive Program (CPIP), a merit pay program designed to financially reward all school employees with year-end bonuses primarily for significant improvements in student achievement. At the conclusion of the 2010-11 school year, over $800,000 in bonuses were distributed to school personnel. Because of the substantial investment in this program, it was important to determine how the CPIP impacted the school counselors, teachers, and students of Fountain Lake, to see if any of the potential benefits of a merit pay program were realized.

The purpose of this study is to examine the differences in achievement on the end of course assessment in Geometry and the Grade 11 Literacy exam administered to students in Arkansas during the 2005-2006 and 2006-2007 school years. The three main types of scheduling are the traditional schedule with seven or eight periods; the A/B, or the alternating block; and the 4 x 4, or accelerated block. Improving principal quality in Arkansas may be a partial solution to the public policy problem of low performing public schools. Just as policymakers in other states are beginning to explore incentive-based compensation policies to improve principal quality, education policymakers in Arkansas should look to these policies as a way to align goals and minimize agency costs. Setting incentives tied to transparent, publicly available performance measures can resolve monitoring difficulties inherent in principal-agent relationships and can improve goal congruence by signaling clearly about policy priorities.
