This paper traces the development of a contract cheating action plan, introduced by the Academic Integrity Council of Ontario (AICO), Canada. The action plan offers a holistic response to contract cheating, involving multiple and diverse stakeholders from postsecondary education. Created by an AICO subcommittee, three of its founding members detail the action plan and provide a perspective on its strengths, challenges, and ongoing implementation.

Online education has become a pervasive and embedded instructional modality in American higher education, with nearly one-third of all students taking at least one course at a distance and another 15% enrolled exclusively in online courses. First, I carried out a literature review of the available literature globally and then reviewed the available literature about Afghanistan’s higher education quality assurance system. Second, I conducted a case study at Shaheed Rabbani Education University (SREU), a public higher education institution in Afghanistan, to explore how academic staff at this university understand the concepts of quality and the QA standards. This is a comparative study of two reports on the assurance of quality in higher education that appeared contemporaneously in 2008. One was the result of a joint working group of the Quality Assurance Agency for Higher Education, the Higher Education Academy, and the Higher Education Funding Council for England. The other was the result of a task force of the Council of Ontario Universities and the Ontario Council on Graduate Studies. Both groups had the endorsement of government. This research explores quality in two online graduate courses by examining data sets gathered separately from the same cohort of students. Data include an institutional survey and student work outputs such as assignments and learning logs. Quality in higher education is critically important, but the means to establish it has reportedly been somewhat illusive in academia (Anderson, G., 2006). There are tensions evident in processes such as program review because it encourages faculty to reflect on their practice but is generally not course-specific. This paper focuses on examining the practice of Recognition of Prior Learning (RPL) a provision which allows a learner present previously acquired relevant learning for assessment for credit. In general all forms of learning are formally recognised within an RPL system which includes informal, non formal and formal learning. The key misconception within higher education can be that RPL requires a different quality assurance system than that of conventional assessment methods.

This is a qualitative study done in a private university in the city of Monterrey, Northern Mexico. With a sample of 50 professors, department directors, students, and employees, within communication and journalism programs, this paper sought to unveil perceptions regarding the impact self-assessments and accreditations had on these two programs. Particularly, it was researched whether they believed these processes impacted their quality. Although accreditation was regarded as important, faculty members and employers believed that certified assessments did not produce significant changes over the way teaching and classes are conducted. Methodological approaches for determining effectiveness are also underdeveloped. Self study with peer review is a widely used model for ensuring the quality of the core teaching, research and engagement activities of higher education institutions. This paper illustrates how an established social programme evaluation methodology can be used to determine its effectiveness in leading to improvements in institutional performance. This qualitative research study used a collective case study design to explore quality assurance practices and perceptions within Belize’s higher education institutions. Despite the passage of the National Accreditation Council of Belize Act (NACB Act) in 2004, the Council was never established and there remains, to date, no formal external quality assurance system in Belize. This study provides useful information for those policymakers and institutional leaders contemplating a way forward.

Quality assurance and program evaluation have become essential elements in continuous improvement efforts within the public rehabilitation program and community-based rehabilitation organizations. This article is a review of quality assurance and program evaluation models and approaches that appear the most promising in helping rehabilitation organizations improve the quality of services and outcomes of individuals receiving vocational rehabilitation services in the public and nonprofit practice settings. Examples of applications will be presented, and a discussion of key elements that appear to be critical in the design and utilization of these methods in rehabilitation administration will be discussed.

Operating a quality assurance system in tertiary education is the rule rather than the exception, because of the belief that it will improve quality. However, proving this is not easy. This study examines three ways of providing the evidence: the a priori method, the stepwise backtracking method, and the external evaluation method. The quality assurance system of the Vocational Training Council of Hong Kong is used as a case‐study, but the findings on the advantages and disadvantages of using these methods have relevance for testing the effectiveness of quality assurance systems for other education institutions.

This paper considers the programme validation arrangements in place in one half of the Irish higher education sector. It outlines how responsibility for programme validation can be safely delegated to Institutions within a robust overarching framework for quality assurance. It compares programme validation in Institutions with self awarding status with Institutions that have their programmes validated by a national Awarding agency. The paper concludes that when programme validation in Ireland and (potentially) across Europe is examined more closely, processes that appear to be very different on the surface can be quite similar in reality. The program was regularly audited by the United States Department of Energy (DOE) to ensure strict compliance to regulatory requirements for nuclear facilities.

Conventional wisdom in the literature attests to the importance of involving academic staff in strategic planning and self study programs but there is a lack of empirical evidence to substantiate this argument. This paper reports on the findings of an empirical investigation of the effectiveness of three strategic planning and three self study programs, undertaken in one Higher Education Institute (HEI), between 1997 and 2006.
