This literature review by the Metropolitan Educational Research Consortium (MERC) and Institute for Collaborative Research and Evaluation (ICRE), in partnership with the Virginia Talent + Opportunity Partnership (V-TOP) and State Council of Higher Education for Virginia (SCHEV) explores work-based learning and its implications for PK-12 institutions, institutions of higher education, and hosting organizations (e.g. employers). The report also provides background information about the foundations of work-based learning and concludes with a series of recommendations for practice, policy, and future research related to work-based learning. Skills gaps in the workforce are a common conversation in the current value proposition of higher education. Colleges are expected to help students prepare for a world-class workforce while maintaining the integrity of the academic mission. Employers have similar but different opinions on the preparation of college graduates. This exploratory study took an in-depth look at the perceptions of sixteen employers in a region of the Midwest on questions about the perception of hiring managers about the skills gap in the workforce. This paper reports on a qualitative study which explored stakeholder perceptions of the IELTS test as a gateway to the professional workplace for teachers in Australia and New Zealand. The goal of this study was to research perceptions of school principals as regards teachers who have entered the profession through IELTS or other English language proficiency test pathways and how the changing language demands of teaching may have impacted on these perceptions. Three research questions were addressed, with data for the study collected from 21 principals through their participation in one-to-one interviews and/or face-to-face focus groups. The Department of Education, Science and Training (DEST) and the Australian National Training Authority (ANTA) funded a project in 2001 to analyse and report on industry requirements for ‘employability skills’. This project was jointly managed by the Business Council of Australia and the Australian Chamber of Commerce and Industry and was completed in March 2002. Employability skills were defined for the purposes of the project as ‘skills required not only to gain employment, but also to progress within an enterprise so as to achieve one’s potential and contribute successfully to enterprise strategic directions’.
