Enhancing Cross-Border Higher Education Institution Mobility In The Apec Region, Sarah Richardson

This report presents findings of a study of the policy context around higher education institution (HEI) mobility in eight APEC economies – China, Indonesia, Malaysia, Mexico, Peru, the Philippines, Singapore and Viet Nam. The report provides insights into different policy contexts gathered from desktop research and from interviews with 68 participants. These all had direct involvement in HEI mobility in the eight economies in the study, including through senior positions in ministries of education, in bodies aligned to ministries, in accreditation and quality assurance agencies, and in foreign and local HEIs. Rising electricity prices in Australia have caused low-income households to take drastic measures to reduce their energy consumption, cutting back on essential needs like food and heating. At the same time, prices for renewable energies like solar PV are decreasing, making renewable energy a more viable option for low-income households than grid electricity. In support of increasing the nation’s supply of renewable energy, the New South Wales government is funding the Zero Net Energy Town (Z-NET) project. Context-Despite the lifesaving benefits of organ and tissue donation, a worldwide shortage of suitable and registered donors exists. Although the reasons for this shortage are multifactorial, it has been recognized that distinct barriers to registration, family discussion, and consent that require targeted intervention and action are present among minority cultural, religious, and immigrant communities. Universities attract students from a wide range of backgrounds, yet equity of access and participation for all potential students remains elusive. Access and participation is highly differentiated in the United Kingdom, North America and Australia (Abbott-Chapman, 2006; Couvillion-Landry, 2002-2003; Forsyth & Furlong, 2003; James, 2008; Schuetze & Slowey, 2002) and poorer educational outcomes for students who are first-in-family (FiF) are recorded globally (ABS, 2013; Harrell & Forney, 2003; Lehmann, 2009; National Center for Education Statistics [NCES], 2012). School library advocacy is increasingly important due to decreases in funding and staff. National organizations attempt to engage school librarians in advocacy and have developed resources and tools to assist with this task. However, there is little research examining how practicing school librarians engage in advocacy and how their advocacy efforts impact their library programs. This study explored school librarians’ perceptions of advocacy within the context of their school library setting.
