Proficiency-Based Education

This report shares research conducted to examine the alignment of proficiency-based diploma systems with college eligibility and admissions requirements as well as identify post-secondary career entry requirements and attributes of high quality workers. Findings suggest that most college admissions, scholarship selection and athletic eligibility processes still heavily rely on traditional components, such as grade point average, standardized test scores, course selection and grades. Admissions officers indicated that a precise, informative school profile and clear transcript with student information that could be compared to other applicants was important. The first section provides background and context related to teacher preparation pathways, accountability and quality assurance at the state and national levels. This is followed by a brief description of the methods used for gathering evidence related to teacher credentials and quality teachers and teacher education. In this Phase III of the study, examination of the application documents, practices, policies and standards of several case study districts provided insights into the development of local high school graduation policies aligned with Maine's proficiency-based diploma legislation. In addition, high school administrators and district leaders in case study districts were asked in interviews to discuss how this state policy has continued to impact their local district and schools. She regularly wrote columns for the Christian Science Monitor and received many awards, including “Woman of the Year” from the Blue Hill Chamber of Commerce and a Doctorate of Humane Letters honoris causa from Colby College. In 1973, the University named a dormitory building on the Gorham campus in her honor. Bertha Rice Fitts was born in 1870, in Waterford, Maine. After graduating from Gorham Normal School in 1894, she became Master’s Assistant and eighth-grade teacher in Westbrook, Maine, before accepting a similar position at a grammar school in Quincy, MA. While in Quincy, she boarded with Mrs. Calvin Fitts, and in 1899 married her son, Arthur Fitts. She was involved in the Southern Branch of the Gorham Alumni Association for many years.
