The Mindanao conflict in Southern Philippines is a long-standing controversy that has eluded comprehensive solutions. Despite efforts of the Government of the Philippines (GRP) and the representatives from the peoples of Mindanao in undertaking peace initiatives, “the war:” continues. The establishment of the Autonomous Region of Muslim Mindanao (ARMM) as embodied in an organic law provided in the 1986 Philippine Constitution has not seemed to bring about the much-anticipated progress. Even with the so-called “autonomy” already in place to substantiate the clamor of the Muslims for self-rule in the Tripoli Agreement, conflict has escalated signifying unrest among the people. Worldviews emerge from our individual and collective Levels of Consciousness at given points in time and space and from what we come to “believe” is possible or not. In my own experience, my research on Consciousness, and my study of various cultures, societies, and Consciousness literature, I have identified at least seven Levels of Consciousness, twenty-five Archetypal Energies, and various Earth Lessons, which we seem to commonly experience as human beings, in our own unique personal, societal, and global life spaces.

In order to explain the falling Total Fertility Rate (TFR) in Japan, it is necessary to look at the social factors affecting women and raising children in Japan. By examining historical factors surrounding women in Japan—their education, their presence in the workforce, and the cultural stigmas attached to their stereotypical representation—I will attempt to describe the deteriorating TFR in Japan as an economic problem with political and social repercussions. In conclusion I will also try to provide a prognosis and a recommendation for a solution.

Students become much more engaged in movies than in most other visual aids because they find them entertaining and see greater applications in their own lives. However, the instructor’s goal in showing films is more than to entertain or fill time; it is to assist in learning. By increasing student involvement, higher levels of learning can be achieved. This paper applies a taxonomy of engagement suggested by Rößling and Naps (2002) to the teaching of communication. By engaging students, beyond viewing, in responding, changing, constructing and presenting, greater learning outcomes can be achieved.

After another decade of campaigning by women’s rights organisations and public interest litigation filed by CEHAT, MASUM and Dr. Sabu George, The Pre-natal Diagnostics Techniques (Regulation and Prevention of Misuse) Amendment Act, 2002 received the assent of the President of India on 17-1-2003. Despite the increasing number of experimental mapping showing that human arithmetic cognition is supported by widely spread neural circuits; the theoretical reasoning about these data remains mostly metaphorical and guided by a connectionist approach. Although neurons at distinct areas in the brain are assumed to take charge of different duties in the solution of the experimental task, the results are always discussed by hypothesizing some association between the different areas without questioning any difference of behavior at the level of the neurons at each of these areas. Huebner (1979) categorises articles into 4 categories according to whether the noun phrase the articles encode is of specific reference and whether it is known to the hearer. Ekiert (2002) adds a fifth category which is made up of the use of the article to encode noun phrases in idioms. In Ekiert’s study, the accuracy rates of ESL and EFL native speakers of Polish in these five categories were examined. Reading comprehension is a complex behaviour involving conscious and unconscious use of various strategies. Its assessment, therefore, cannot be taken for granted as it may require specialised test formats that can effectively measure the use of these strategies. According to Alderson (2000), no single test method can fulfil all the varied purposes for which we might test. Certain methods are commonly used merely for reasons of convenience and efficiency, often at the expense of validity. This article analyses recent policies in higher education in Mexico. The last two decades provide the starting point, and the interpretation centres around higher education policies drawn up by successive presidential administrations of Salinas de Gortari (1988-1994) and Zedillo Ponce de Leon (1994-2000). The second part sets out an initial systemization of the political agenda launched by the federal government of Vicente Fox for the period 2001-2006.

The federal government has expanded to meet perceived social needs and as issues come to the forefront that Washington elites believe they can fix. Consequently, they expand the power and role of the government. One way this is done is through progressive criminalization of once held freedoms. Consider the first drug laws, consider the war on poverty, consider the tax code, the new war on drugs, and hate-crimes legislation. Although tax law is not criminal law per-se, in the end, choosing not to pay taxes results in prosecution. Laws and regulations ultimately must have “teeth” for it to be effective. …

Some proponents of epistemological approaches to argumentation (Biro, Siegel, Lumer, Goldman) assume that it should be possible to develop non-relative criteria of argument evaluation. By contrast, this paper argues that any evaluation of an argument depends (a) on the cognitive situation of the evaluator, (b) on background knowledge that is available for this evaluator in a certain situation, and (c)—in some cases—on the belief-value-system this person shares.

A crucial problem of conflict management is that whatever happens in negotiations will be interpreted and framed by stakeholders based on their different belief-value systems and world views. This problem will be discussed in the first part of this article as the main cognitive problem of conflict management. The second part develops a general semiotic solution of this problem, based on Charles Peirce's concept of "diagrammatic reasoning." The basic idea is that by representing one 's thought in diagrams, the conditions that determine interpretations can become visible, we can "experiment" with them, and we can change them eventually. In this study, we examine agenda setting by the U.S. Supreme Court, and ask the question of why the Court allocates more or less of its valuable agenda space to one policy issue over others. Our study environment is the policy issue composition of the Court's docket: the Court's attention to criminal justice policy issues relative to other issues. We model the Court's allocation of this agenda space as a function of internal organizational demands and external political signals. We find that this agenda responds to the issue priorities of the other branches of the federal government and the public. …

Purpose: The aim was to explore the issues related to acquiring copyright permission with the goal of determining effectiveness and efficiency using the least complex process. Methodology: A random sample of books was chosen, relevant information was recorded, request letters were sent and tracked, and results (permission received or denied) were analyzed with respect to publisher, publication data, time required, and issues related to the process. Findings: About 52 percent responded with a yes or no with 24 percent Yes responses. Nearly 25 percent never responded, addresses were not found for about 16 percent, approximately 7 percent were too complicated …

This research argues that despite all of the obstacles that African Americans have confronted in the history of the United States, they have made substantial progress in higher education attainment from the 1970s to the beginning of the 21st century. It reveals that the rise in attainment of college and university degrees has resulted in a substantial increase in living standards and that African Americans are making important economic, social and political contributions to the United States. I present several reasons why black males are not performing as well as black females in higher education attainment. Analyses are also presented …

Scientific practices were applied through case studies to evaluate the utility of conjoint behavioral consultation (CBC) as a method of providing support for 2 students with behavioral challenges in general education classrooms. A single-case design with a follow-up phase was employed to assess the effectiveness of an evidence-based intervention (self-management) delivered in the context of the CBC model. Results indicated a significant increase in teacher ratings of behavioral control (on-task and compliant behavior) for both students. Positive treatment effects were maintained at a 4-week follow-up. Norm referenced measures produced statistically reliable and clinically meaningful changes in teachers' perceptions of behavior …

Conjoint behavioural consultation (CBC) is an indirect form of service delivery that combines the resources of home and school to meet the academic, social and behavioural needs of children. The purpose of this paper is to demonstrate the utility of CBC as a service delivery model for supporting the inclusion of a student with Asperger syndrome in a mainstream setting.
