In this policy brief, we use research findings to illuminate experiences during the COVID-19 pandemic of U.S. rural college students from poor and working-class backgrounds. We offer institutional, state, and federal policy lessons gleaned from such experiences. We show how rural, poor and working-class students’ higher education success was impacted by COVID-19 and how the pandemic highlighted and exacerbated existing systemic geographic and social class barriers faced by such students pursuing college. In turn, we hope postsecondary policymakers at the institutional, state, and federal levels can learn from these experiences to better support rural, poor, and working-class students in the …

Editors’ Note: On January 6, 2021 many of us watched as rioters, some of them armed, climbed over walls, broke windows, and burst through barriers to enter the U.S. Capitol to disrupt the review and counting of electoral votes leading to the certification of the 2020 presidential election. At the most recent National Forum to Advance Rural Education in November of 2020, editor Devon Brenner led a panel discussion about current and future efforts to expand broadband access for rural schools and communities with Brandon Presley, Public Service Commissioner for the Northern District of Mississippi; John Conradi, executive director of Connect Americans Now; and two Mississippi school leaders, Wayne Rodolfich, superintendent of the Pascagoula-Gautier School District, and Tyler Hansford, superintendent of Union City School District and chair of the Mississippi Rural Education Association. The school nutrition context is comprised of supportive environmental features, programs, policies, and social relationships that shape students’ healthy dietary choices and patterns. When engaging students as change agents, advocates, and partners in making healthy nutrition choices easier, environmental assessment tools developed for adults may be too complex or inappropriately tailored for youth. Adolescents need practical, user-tailored tools that reliably measure the food and beverage environments they encounter in school to inform youth-led changes to the school nutrition context. Rural areas in many parts of the U.S. experience population decline from outmigration. Geographic mobility has long been a contributing factor to the social and economic instability of rural communities; high-achieving and ambitious youth are inclined to leave rural areas to take advantage of the expansive economic opportunities and cultural and lifestyle amenities typically found in metropolitan locations. Here I review 20 years of research on rural population loss and migration theory to anticipate how patterns of rural youth mobility might intersect with the Common Core State Standards’ emphasis on preparing high-school students to be career and college ready. The article provides an overview of the turbulent and challenging times facing teachers and administrators in rural schools. The article examines literature from over the past decade to paint a full picture of the economic and social pressures exerting themselves in rural America and the impact these forces are having in rural schools. This work argues that rural education has been ignored too long by policy makers and even many Americans, and that this crime of omission has had disastrous consequences for many small communities.
