The reinstatement of Pell grant eligibility for incarcerated individuals marks a pivotal moment in the landscape of higher education in prison (HEP) programming in the United States. However, despite this promising development, financial barriers persist, hindering the growth and sustainability of HEP initiatives. This qualitative study delves into the challenges faced by faculty, staff, and administrators within Pennsylvania's colleges and universities as they establish and operate HEP programs amidst an evolving funding environment. In the Colonial Era of higher education, tension between faculty and students often led to riots and revolts led by disgruntled students (Thelin, 2011). Most student affairs professionals will serve in a managerial and/or supervisory role at some point in their careers, but only a limited number of higher education graduate preparatory programs have required coursework focusing on this competency area. This situation is disconcerting, as there seems to be an assumption within the student affairs field that new professionals have the formal training and experiences needed to immediately be placed into these managerial and/or supervisory roles. This manuscript seeks to better understand the extent to which urban universities have pursued prestige over time. I situate the institution-level decisions made by campus leaders over time and within the higher education context to better understand how these efforts collectively reflect broader forces within the higher education environment towards prestige that aligns with standards of excellence misaligned with the equity-serving mission of urban-serving universities. Findings demonstrate widespread engagement in prestige seeking among urban universities, with greater engagement in areas of enhancing research revenue, graduate enrollment and completions, and enhancing incoming student SAT scores. Universities often lose some of their best teachers and researchers to transitions to administration. Conversely, the ability of universities to persuade some faculty to assume administrative duties is undermined due to faculty members’ reluctance to give up teaching or research.
