Washington State has recently designed alternative routes to certification for those who have worked in the schools as paraprofessionals and those coming into the profession from another career. Alternative routes to certification along with alternative certificates are becoming increasingly popular as teacher shortages increase and public demand grows for teachers better prepared in their subject areas. When incentives such as signing bonuses and higher pay do not entice enough certified teachers in urban areas, alternative certificates are offered. The purpose of this article is to describe the development process of an assessment instrument for the supervision of teacher education interns. The assessment instrument was developed in several phases. After literature review in the area of supervision and evaluation of teacher education interns, a steering committee and the researcher developed the first draft of the instrument. The second draft of the instrument was developed based on the survey results asking for respondents' perceptions of the first draft. This paper discusses the creation of a teacher as researcher learning environment in one small rural Idaho elementary school via the Internet. At the request of five elementary school teachers the researcher created an on-line course, "Teacher as Researcher, " which provided instruction on both Action Research and Teacher as Researcher methodology. The researcher examined, analyzed, and described the learning process that took place among the teachers as novice on-line learners, between the teachers as teacher researchers, and the elements and processes that constituted their creation of a local learning community. The nations resident population on Census Day, April 1, 2000, was 281,421,906- a 13.2 percent increase over the 248, 709,873 counted in the 1990 census. Since the ethnic profile of the United States is steadily increasing, the current drive for educational reform must strive to rethink and restructure schools to serve all students well. Leadership is the ability to envision connections and inspire change. The University of Idaho, College of Education is engaged in a project to integrate service learning into coursework for educators. These efforts are designed to inspire the leaders of tomorrow to link formal learning with community needs. As stated in the Turning Points 2000, Educating Adolescents for the 21 '1 Century, the entirety of a teachers career should be a seamless continuum of learning and development focused on student learning. Critical steps along the continuum include high-quality pre-service teacher preparation, carefully designed mentoring and induction programs.
