In the United States, debates about private and faith-based education tend to focus on questions about government funding: which kinds of schools should the government fund (and at what levels)? Should, for example, students be able to use public funds to attend privately operated schools? Faith-based schools? If so, what policy mechanisms should be used to fund private schools—vouchers, tax credits, direct transfer payments? How much funding should these schools receive? The academic achievement gap is an intriguing issue in educational research across the nation, as well as one of the most serious problems facing the United States. Texas has shown tremendous success in narrowing the difference between the percentage of White students and students of color that pass the TAAS and TAKS over two consecutive decades. This study investigated identified evidence a “ceiling effect” may mediate the results of two decades of assessments in the state of Texas. Teacher Professional Standards, Accountability, And Ideology: Alternative Discourses, Katarina Tuinamuana

Teacher professional standards and accountability are today writ large on the landscape of both schooling and teacher education practice around the world. This paper explores some of the related debates through a discussion of four discourses on teacher professional standards: namely, discourses of commonsense, professionalism and quality, managerialism/performativity, and strategic manoeuvring. It is argued that each of these discourses legitimises particular understandings of standards and quality, illustrating the competing set of lenses through which they are viewed, as well as the broader ideologies from which they emerge, including neoliberalism and technical rationality.
