Mentoring has been attributed to lowering attrition rates of teachers. At present, the majority of teachers in the United States are White and female. The national teacher workforce does not represent the student body. Although there have been recent initiatives to improve the diversity within the teacher workforce, by explicitly recruiting teachers of color (TOC), the attrition rates of these teachers are negating the effects of recruitment efforts. Closing the teacher diversity gap was fundamental to closing the achievement gap between White and Black students. The gap in teacher diversity has continued to widen over the last decade. As the number of Black students in public education increases, the number of Black teachers continued to decline. The teaching profession remained a predominately white female workforce. A lack of teacher diversity had a negative effect on all student achievement. Black teachers served as role models to Black students. This study utilized transformative sequential explanatory mixed methods to analyze diversity characteristics and capabilities in higher education institutions. Faced with environmental pressure, colleges and universities that aspire to become diversity-competent institutions have the potential to understand diversity accountability (evidence building for all) with a critical race theoretical framework. The objective of this mixed methods historical document analysis is to identify the characteristics of culturally inclusive art education pedagogy. Using the theoretical lenses of intersectionality, critical theory, and socially inclusive pedagogy, this study seeks to determine the reasons for the misapplication of diversity and inclusion in art education. Qualitative and quantitative methods are applied to the historical document analysis of National Art Education Association articles in two major journals: Art Education and Studies in Art Education.
