Equipping teachers with the appropriate knowledge and skills to integrate technology effectively into their practice is a key component of school-wide technology implementation. Technology is fast becoming ubiquitous in the realm of education. Teachers and schools struggle to keep abreast of changing technologies while preparing students for a 21st century workforce. The Partnership for 21st Century Skills defined four skills critical for success in the twenty-first century: communication, collaboration, critical thinking, and creativity. This dissertation centers on competencies for K-12 online and blended teaching. Article 1, published in Distance Education, is the literature review, which compares K-12 online and blended teaching competencies. We found that online and blended teaching share personalization as the most salient competency, but that blended teaching competencies emphasize pedagogical skill sets and online teaching competencies emphasize managing the online course. Article 2, published in the Journal of Online Learning Research, is an analysis of selected literature from Article 1, which analyzes the modality in which competencies occur (online or digital context, face-to-face context, generic, or blended). In this dissertation, the creation and iterative improvement of an open badge system for an undergraduate preservice educational technology course is examined through 3 journal-ready articles. In article 1, we detail the design, development and implementation of the badge system and demonstrate how an open badge system could help meet the challenges facing the course. Several future design implications are identified, including how to scale the badge system while maintaining quality control and how to achieve financial sustainability. Future research implications include determining if awarding badges provide students with additional motivation and what employers perceptions of badges might be. Article …

This applied dissertation was designed to investigate instructor perceptions about mobile learning among instructors in higher education. The study included the areas of influences of mobile technologies over the approaches of teaching and learning, use of mobile learning technologies to develop class instruction, use of mobile learning for professional learning, influences of mobile learning over the restrictions of time and space when acquiring knowledge anytime, anywhere, and mobile learning to facilitate teacher-student communications.
